Dear Mr. Beane:
The Solid Waste Section (Section) has completed a review of the Request for Extension (DIN 28681) dated
December 6, 2017 and submitted on your behalf by Golder Associates NC, Inc. for the closed and unlined Moore
County MSW Landfill and the Moore County Active C&D Landfill, Solid Waste Permit Number 6301.
As discussed during the November 30, 2017 meeting between the Section, Moore County, and Golder
Associates NC, Inc., the County is requesting two extensions to address the concerns provided in two letters
dated September 28, 2017 (DINs 28497 and 28498).
The first extension includes conducting the second semiannual sampling event for 2017. Moore County is
requesting to follow the approved monitoring plans and complete this sampling event in accordance with the
Detection Monitoring Program for the C&D Landfill. In addition, an Assessment Monitoring Work Plan for the
C&D Landfill will be submitted to the Section for review and approval on or before January 5, 2018. After
approval of the Assessment Monitoring Plan, the County will begin assessment monitoring activities during the
first semiannual sampling event of 2018.
The second extension includes additional time to evaluate remedial options for landfill gas and groundwater
at the closed MSW Landfill. Moore County will complete the North Carolina Solid Waste .0500 Groundwater
Corrective Action Application no later than January 31, 2018. Also, by January 31, 2018, Moore County will
submit a plan and timeline to address the landfill gas migration concerns.
Based upon the discussions during the meeting and the information provided within the Request for Extension,
the second semiannual sampling event for 2017 for the C&D Landfill may be conducted in accordance with the
Detection Monitoring Program and the extension requests are approved as described.
