Box 112 Aydlett, North Carolina 27916 PARTICIPANTS: Ken Elliott – Elliott Consulting John College – NCDEQ – DWM - SWS STATUS OF PERMIT: Yard Waste Notification. No Permit required. PURPOSE OF SITE VISIT: Partial facility compliance inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS; 1 - Facility has signage posted. 2 – Locking cable needs to be replaced. 3 - Access road is made of all-weather material. 4 – Facility has some waste outside of boundaries. Push waste back inside of boundaries. 5 – As noted on Inspection Report conducted on February 08, 2017, Need to STOP putting Yard Waste and Land Clearing & Inert Debris at front of property (outside notified areas) by pond. Move to Yard Waste Notified or Notified Land Clearing & Inert Debris site at rear of property. If this continues, a Notice of Violation will be issued. A follow up inspection will be conducted within 30 to 45 days to evaluate. 6 - Continue to pull out Solid Waste that is not Yard Waste (Tires). Found a couple today needing to be pulled out. 7 – The Facility is using an Air Curtain Burner today during this inspection. 8 – Mr. Newbern has been pushing the piles of Yard Waste and Land Clearing waste up to screen out the dirt and have ready to burn. 9 -. Be sure to remember that this notified site is not allowed to process or store more than 6,000 cubic yards of waste and finished material per quarter. Still need to burn more to reduce the amount of stored waste. 10 - Digital pictures taken during this inspection and attached to this report.
