Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The Service Area for the facility is Alamance, Anson, Chatham, Cumberland, Durham, Harnett, Hoke, Johnston, Lee, Moore, Orange, Richmond, Randolph, Sampson, Scotland, and Wake Counties. 2. The hours of operation are Monday through Friday from 7:30am to 4:00pm. The facility is closed on Saturday and Sunday. 3. The facility has proper signage. 4. The facility is properly secured with a locked gate. Personnel are onsite during operating hours. 5. The permit and operations plan were reviewed. All documentation was available and presented in an orderly manner 6. Arrangements have been made with the local fire department to provide fire fighting services. 7. The transfer station, including the trailer loading area need to be cleaned. The back wall of the transfer station above the trailer loading area has been damaged and needs to be repaired. Several panels on the western wall of the transfer station are showing significant signs of age and wear with panels separating, damaged, and in need of repair or replacement. The WTS is to be maintained in a clean and sanitary condition. A more routine cleaning program needs to be implemented in an attempt to better manage this unit. 8. The windblown litter was observed during this inspection along the western fence line and beyond the fence in the woods. At the conclusion of each day of operation all windblown material resulting from the operation shall be collected and returned to the area. 9. The waste type being accepted into the facility was MSW and C&D. No problems noted. 10. Waste screening forms current through 2/27/2017 11. The leachate collection system was reviewed and is operating properly at this time. 13. The contingency plan has been updated with current phone numbers and posted in offices and in the scale house 14. There are two fire extinguishers available for fire control. 15. The access around the facility is stable and no soil erosion was noted. 16. Digital pictures were taken during the inspection.
