The facility is a permanent household hazardous waste (HHW) collection facility owned by Orange County. 2. The HHW facility is located adjacent to the closed municipal solid waste (MSW) landfill. The landfill is lined and also known as the south MSW landfill. 3. Orange County has been in contact with the SWS - Permitting Branch regarding closure activities occurring after permit expiration. A closure permit will be issued upon receipt of additional documentation for the south MSW landfill (see file copy letter, 09/29/15). 4. Orange County is in the process of constructing a new HHW facility and convenience site and relocating the scale house. Within the next few months it is planned that the current HHW facility will be closed and the new one opened. At that time, the new HHW facility may be given a separate permit number from that of 68-01. 5. Access to the HHW collection facility is via the current landfill scale house entrance. 6. The facility is open Monday through Friday 10:00 am to 6:00 pm and Saturday 8:00 am to 12:00 pm. 7. The facility household hazardous waste generator identification number is NCPH0689501. 8. The facility contingency plan was accessible. Ensure the most current copy is available. 9. The facility is permitted to receive HHW from Chatham, Durham, Orange, and Wake Counties. Material from conditionally exempt small quantity generators (CESQG) is only accepted from Orange County. 10. Unacceptable HHW that must not be collected at this facility includes radioactive waste, explosives, and infectious waste. 11. If unacceptable waste is brought to the facility it may be held for appropriate disposal. 12. The facility stores HHW in a building where it is sorted by class and poured/placed into 55-gallon drums. 13. When HHW is received it is placed on a counter. Along the back wall of the HHW building 55-gallon drums of paint, flammables, poisons, and acids and bases are stored. To the right of the counter oxidizers are stored. 14. Sorted HHW is stored in close proximity. 15. It is suggested that the HHW receiving table be constructed of non-porous material. 16. Bulked material 55-gallon drums awaiting pick-up are staged on an adjacent covered concrete pad. 17. Product accumulation labels were observed on bulked material drums. 18. Secondary containment is comprised of three sumps (receiving area, bulking area, and staging area). The facility does not have sump outlets. The secondary containment sumps will have to be pumped-out if used. 19. The secondary containment sumps appeared to be in good order. 20. The HHW facility is operated by Clean Harbors. 21. The Clean Harbors transporter identification number is MAD039322250. 22. The following are Clean Harbors certified personnel trained in facility operations: a. Jeff Meitz, 40-Hour HAZWOPER 29 CFR 1910.120(e), March 19, 2013 CEU No. 0004284, Clean Harbors certificate of training in accordance with 40 CFR 262.34(a)(4) and 265.16 and 262.34(d)(5)(iii) dated May 24, 2017, and National Environmental Trainers, Inc. in accordance with 29 CFR 1910.120 dated March 19, 2013. Backup Site Worker The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Mr. Meitz stated that Clean Harbors generally picks up HHW from the facility weekly. 24. The HHW building has a fire suppression system. The fire suppression system was inspected by T&S Fire and Security, Inc., March 2017. 25. There are three portable fire extinguishers. The fire extinguishers were inspected by Dr. Fire Protection in October 2017. 26. Two of the fire extinguishers are ABC rated – multipurpose dry powder and one is a carbon dioxide (CO2) extinguisher. The CO2 fire extinguisher is high pressure and does not have a pressure gauge. It is BC rated. 27. The facility has an eyewash station and showerhead that contains a reservoir of water and preservative. The eyewash station was operated during the inspection. 28. The facility maintains a supply of absorbent material. Mr. Meitz stated that more was needed and that it would be ordered. 29. Emergency equipment is inspected weekly. Records were observed for December 2016 through November 11, 2017. 30. Resident zip code is recorded when material is brought-in. Initial screening encompasses material inquiry and visual inspection. Weekly records were observed for January through October 2017. 31. The facility maintains records of the material accepted. 32. Uniform Hazardous Waste Manifest records indicating the type and weight of material shipped-out were observed for January through November 7, 2017. 33. Clean Harbors sends the facility a weekly Manifest Tracking Report of material received (by generation date) for verification of the material shipped-out. The facility can also access a Waste Tracking Detail Report that tracks the material shipped until it is received at its final destination. 34. The facility annual report (FAR) was received by the SWS, dated August 3, 2017. Facility throughput for July 2016 through June 2017 is 242,971 lbs. 35. Clean Harbors staff are on site during operating hours. 36. The facility has proper signage. 37. Access roads are of all-weather construction. 38. The site is secured by a locked gate. County personnel are on the property daily. 39. The Chapel Hill Fire Department and the New Hope Volunteer Fire Department can be contacted to address an emergency at the facility. 40. The facility conducts an electronics collection program in a storage building near the HHW collection facility. 41. Lead acid batteries and fluorescent light ballasts are also collected at the electronics storage building. The fluorescent light ballasts are bulked into 55-gallon drums. 42. Fluorescent lights from schools and CESQG are collected in a walk-in storage container located adjacent to the electronics storage building. 43. The fluorescent lights, fluorescent light ballasts, and lead acid batteries are picked up from the electronics storage building by Cleanlites Recycling. 44. Ensure county staff that work at the electronics storage building are trained accordingly regarding fluorescent light ballast sorting and storage. 45. When the HHW collection facility permit is renewed the fluorescent light ballast sorting operation and the lead acid battery and fluorescent light collection conducted at the electronics storage building should be included. 46. A collection area for motor oil, cooking oil, and antifreeze is located adjacent to the HHW facility.
