The environmental assessment was conducted to evaluate the extent of potential environmental impacts resulting from a recent leachate release due to a leaking force main. The location of the release is shown on the attached Drawing 1. METHODOLOGY The environmental assessment followed the Sampling Plan for Leachate Release Assessment, prepared by JOYCE, dated July 28, 2017, and approved by the North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management, Solid Waste Section (SWS) in a letter dated August 1, 2017 and incorporated here by reference. FIELD ACTIVITIES Hunt Environmental Associates lead the field activities and completed them between August 14 and 15, 2017. The field activities consisted of collecting a background soil sample and 14 environmental samples, which consisted of six soil samples from three soil borings (SB-1 through SB-3), five shallow soil samples from the stormwater ditch (SS-4 through SS-8), a surface water sample from the small pond located at the outfall of the Sediment Basin (SW-A) and two groundwater samples (SB-1-GW and MW-17R). All the samples were analyzed for the constituents included in Appendix I of 40 CFR Part 258 (Appendix I). In addition, to assess the adequacy of the decontamination process, an Equipment Blank was collected and analyzed for Appendix I VOCs. The attached Drawing 1 shows the locations of the samples, as well as the approximate surface water flow path into Sediment Basin. Groundwater and surface water sample logs are included as Attachment A. The samples were transported to ESC Lab Sciences in Mt. Juliet, Tennessee for analysis. As previously stated, the samples were analyzed for the Appendix I constituents following the Environmental Protection Agency approve method (EPA Method) 7471B (mercury), Metals (ICP) by EPA Method 6010D or 6020B and Volatile Organic Compounds (VOCs) by EPA Method 8260B). LABORATORY ANALYTICAL RESULTS The laboratory analytical report was received on August 30, 2017, and is included as Attachment B. SOIL SAMPLES ANALYTICAL RESULTS Table 1 summarizes the analytical results for the soil samples and includes the Preliminary Soil Remediation Goals (PSRGs) from the NCDEQ Inactive Hazardous Sites Branch. The soil analytical results were compared to both the Industrial Health-based PSRG a Depth to Groundwater from measuring point. NA – Not Applicable Ms. Jackie Drummond October 9, 2017 Page 3 of 5 and the Protection of Groundwater PSRG. Based on the analytical test reports, VOCs concentrations for all the soil samples were below the Reported Detection Limit (RDL). Three metals (arsenic, cobalt, and vanadium) were detected above the lowest applicable PSRG in one or more soil samples. Arsenic exceeded the PSRG in SB-2-10’, SB-3-7’, SB-3- 10’, and SS-7. Arsenic was not detected in the background sample (SB-BG). Cobalt exceeded the PSRG in SB-2-10’, SB-3-7’, SB-3-10’, SS-4, SS-5, and SS-7. Cobalt was not detected in the background sample (SB-BG). Vanadium exceeded the PSRG in the background sample (SB- BG) and in all other soil samples except SS-6. Vanadium concentrations exceeded the background in SB-2-10’, SB-3-7’, SS-4, SS-5, and SS-7; however, they were all within the same order-of-magnitude (less than three times the concentration in SB-BG). It is important to indicate that the RDLs for cobalt were above the PSRG in soil samples SB-BG (background), SB-17’, SB-1 10’, SB-2 7’, SS-6, and SS-8; therefore, those soil samples concentrations were compared to the background’s RDL concentration and were found to be at or below the background RDL. GROUNDWATER SAMPLES ANALYTICAL RESULTS Groundwater samples were collected from a temporary well (SB-1); which is located adjacent to the release area, and monitoring well MW-17R and their analytical result are summarized in Table 2. The analytical test reports are included as Attachment B. The location of groundwater samples are depicted on Drawing 1. The analytical test reports reported concentrations of arsenic (17.4 µg/L), cobalt (10.6 µg/L), vanadium (56.0 µg/L), and lead (15.4 µg/L) above the North Carolina Groundwater Standards (15A NCAC 2L (NC2L)) in the temporary well SB-1. The concentrations are just above NC2L of 10 µg/L, 10 µg/L and 150 µg/L, respectively. Cobalt was also reported in the groundwater sample collected from monitoring well MW-17R (27.3 µg/L) at a concentration above its NC2L. The other Appendix I constituents were reported to be below their respective RDL. SURFACE WATER SAMPLES ANALYTICAL RESULTS A surface water sample (SW-A) was collected from the small pond located at the outfall of the stormwater ditch, approximately 620 feet southeast of the release area and analyzed for Appendix I constituents. The analytical test reports show that all the Appendix I constituents concentrations were below their respective North Carolina Surface Water Standard (15A NCAC 2B). The analytical test results are summarized in Table 2 and the analytical reports are included as Attachment B. The approximate location of the pond is depicted on Drawing 1. Ms. Jackie Drummond October 9, 2017 Page 4 of 5 QUALITY CONTROL SAMPLES ANALYTICAL RESULTS As stated before, an Equipment Blank sample was collected and analyzed for the Appendix I VOCs constituents to assess the adequacy of the decontamination process. Based on the analytical results, the concentrations of all the Appendix I VOC constituents were below their respective RDL. QUALITY CONTROL Based on the Quality Control data submitted with the Analytical Reports, all Method and Batch Quality Control are within established criteria; however, J and B qualifiers were reported for some of the constituents. The qualifier and description of the affected analyte are included in Tables 1 and 2. CONCLUSIONS The results of this environmental assessment indicate that concentrations of the Appendix I VOCs for the soil, groundwater and surface samples collected are below the NCDEQ SWSDWM standards; therefore, the potential impact of any released VOCs to groundwater, receptors, or the environment appears to be negligible, if any. Arsenic, cobalt, and vanadium were detected in most of the soil samples above their respective PSRG; however, vanadium was also detected in the background soil sample above the PSRG. Concentrations of vanadium above the background concentrations were detected in five of the nine soil samples with detectable concentrations; however, the concentrations were of the same magnitude as the background concentrations. Since these metals occur naturally in the mineralogy of the North Carolina soils, their concentrations are just above the PSRG and vanadium concentrations are within the same magnitude of the background concentrations, we suspect that the metals reported above the PSRG concentrations may be associated to background concentrations and not to the release; however, since neither arsenic nor cobalt was detected in the background sample, this is not conclusive. Arsenic, cobalt, vanadium, and lead were detected in the groundwater samples at concentrations above the NC2L; however, since the metals occur naturally in the North Carolina groundwater and the reported concentrations are just above their respective standards, these concentrations may be representative of natural groundwater conditions at the site; nevertheless, the data is not conclusive. Based on these conclusions, it is recommended to continue monitoring well MW-17R for the Appendix I metals for the next four quarters. If there is no significate increase from the historical mean during those four quarters, the sampling should return to its regular sampling schedule and constituents.
