Box 39 Elizabeth City, North Carolina 27907 PARTICIPANTS: Brad Gardner, Pasquotank County Solid Waste Director Rick Holley, Pasquotank County Transfer Station Operator STATUS OF PERMIT: CLOSED MSWLF PURPOSE OF SITE VISIT: Facility Compliance Follow-up Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS; 1 – This facility Inspection was conducted to see work on both Landfill’s. On the prior inspection conducted on August 16, 2017 it was noted that (Both structures need all the woody vegetation removed to the toe of the side slopes and kept cut so inspections can be done to ensure no leachate breakouts are happening. Staff will need to monitor this routinely for breakouts also.) This was copied from the inspection report from the August 16, 2017 inspection. 2 – Brad Gardner notified John College the mowing had been done and was ready for inspection. 3 – During this facility inspection, only the 2 Closed MSWLF’s were inspected. 4 – Both have been mowed and a walk around inspection was conducted. 5 – Cell # 1 has potential leachate on the East side. This needs to be addressed and corrected and John College needs to be notified as soon as the repair to this area has been done. None of the liquid has left the cell or run off into the surrounding drainage ditch. 6 – Cell #2 appeared to be in good shape. No issued found. 7 – Please make all efforts to keep the vegetation cut during the following years to be able to inspect these Closed MSWLF’s. This will enable the Inspectors and the staff at the facility to conduct inspections to prevent and repair any issues that may arise. 8 – Corrective action is needed due to the issue noted within this Inspection report. Also, a follow-up Inspection will need to be conducted. 9 – Digital pictures taken and attached to this report.
