Event Description a. Date: discovered Sunday October 8, 2017 at approximately 11:32 pm b. Material released (Yes/No). Description if yes: landfill leachate c. Summary: • On the evening of October 8, 2017 the landfill leachate pumps lost power due to a rainstorm event. • Leachate accumulated within Phase II of the landfill, causing the pressure on the perimeter slope to increase. A small stream of leachate was released from approximately 11:30 pm on October 8, 2017 until 2:00 am on October 9, 2017. The stream was clear with no visible ash. • The leachate stream traveled into the undeveloped Phase III area where it mixed with ponded rainwater. That area discharges into Sediment Basin 2, which discharges into a ditch that eventually flows into Suck Creek. • AMEC was hired to determine the volume of leachate water that may have been released off-site. Their evaluation concluded that 150 gallons was released off-site. d. Field actions: • The landfill leachate pumps were returned to service within one hour of power being lost. • The leachate release was stopped by compacting the soil at the release point on the perimeter slope. • The SB-2 skimmer was lifted to reduce the discharge flow. • At SB-2, sand bags were placed around and at the end of the exit pipe to divert water back into SB-2 with a pump. Water was pumped from SB-2 to the landfill leachate basin. The pumping continued until virtually all water was absent from SB- 2. • Water was pumped from the Phase III landfill area to the leachate basin. • Samples were taken from four locations and analyzed for the parameters in the landfill Water Quality Monitoring Plan. Those results are provided as an attachment to this report as well as a map of the sampling locations. Rogers CCP Landfill - Solid Waste Reporting Page 2 of 4 2. Regulatory Contact a. At the time of the phone conversations it was unknown if leachate was released off-site. A site inspection was not set up during the discussions. Ted Campbell of NCDEQ DWR contacted Ryan Czop at approximately 3:00 pm to set up a site visit the following day (October 10) at 10 am. Larry Frost followed up later that afternoon via email that he will be attending the visit as well. b. Regulatory Site Visit Was a regulatory visit conducted (Yes/No) a. Date and time of site visit: October 10, 2017 arrival time: 10:00 am, departure time: 11:15 am b. Regulatory agency: NCDEQ DWM and DWR c. Attendees: Larry Frost, Ted Campbell, Tim Heim d. Duke Energy escort(s): Tim Hill, Jessica Snyder, Ryan Czop, Robert Wylie, Wade Hollifield e. Areas inspected: • Southeast corner of Phase II at location of leachate release • Phase III inlet and outlet • Sediment Basin 2 • South of railroad tracks near property line • Leachate Basin f. Records reviewed: None g. Issues indicated: None 4. Regulatory Recommendations: • DWR requested a five day follow up letter. Rogers CCP Landfill - Solid Waste Reporting Page 3 of 4 • DWM also expected a written follow up report. • If any investigative work is proposed at the location of leachate release DWM requested a plan prior to completing any work. 5. Duke Energy Follow-Up Actions: • The area of leachate release will be evaluated. • The power loss will be evaluated. • If any investigative work is proposed at the landfill a plan will be communicated to DWM. 6.
