The document was submitted to the Section via email and received in the Asheville Regional Office on September 28, 2017. The request is specific to the receipt of drilling “mud” from a directional drilling project at the Duke Energy Lake Julian power generation facility. The project involves drilling approximately 2000 feet horizontally, to a depth of 40 to 80 feet, below Lake Julian for a utility installation. The project is expected to last approximately 60 days and produce approximately 450 tons of drilling “mud”. Based on this information, the Section authorizes the disposal of non‐hazardous drilling waste from the Lake Julian directional drilling project under the following conditions: 1. The authorization is only valid for 60 days from the initial receipt of drilling waste, 2. The waste may only be placed in MSW landfill Cell 6, 3. The waste may not be placed within 50 feet of an exterior side-slope, 4. The receipt and placement of waste must be monitored to ensure no negative impacts on regular waste operations, 5. Drilling waste acceptance must be suspended if any negative impacts on regular waste operations are observed. Please note, a request for extension must be made to the Section if the project is going to extend past the 60‐day time limit.
