Dear Ms. Hardison:
The Solid Waste Section (Section) has completed a review of the Interim Bi-monthly Background
Groundwater Monitoring Work Plan (DIN 28484) submitted on behalf of Domtar Paper Company, LLC
(Domtar) by TRC Environmental Corporation for the Domtar Paper Company Landfill #3, Solid Waste
Permit Number 9401. The work plan was submitted in accordance with correspondence from the Section
(DIN 28008) regarding the alternate source demonstration (ASD) submitted by Domtar (DIN 27403).
The results of the ASD indicated that turbidity influenced analytical results by causing elevated inorganic
constituent concentrations. As a result, Domtar agreed to collect ten non-turbid groundwater samples
from background monitor wells MW-01 and MW-01A to calculate statistical background values for the
constituents of concern. Domtar has proposed to collect samples from MW-01 and MW-01A on a bi-
monthly basis for two years in addition to the February and August semiannual monitoring events. The
samples will be analyzed for arsenic, beryllium, cadmium, chromium, cobalt, nickel, sulfate, thallium, and
vanadium via analytical method USEPA 200.8. The Section approves of the temporary monitoring
schedule and Domtar may proceed accordingly. Analytical and field results from the bi-monthly
monitoring events should be included within the semi-annual groundwater monitoring reports.
