Richardson & Associates, dated December 2002. These drawings were taken from the Facility Revisions Application for a vertical expansion of the C&D landfill, which was approved on December 30, 2002. No changes have been made to these drawings for this submittal. The drainage and erosion control measures shown on CP-01 were taken from Drawings EC1 and EC2 of the same Application. Closure and Post-Closure Care Plan Joyce Engineering Oxford C&D Landfill Revised April 2017 Granville County, North Carolina 1 1. GENERAL The Granville County C&D Landfill is owned and operated by Granville County. The landfill is operating under the State of North Carolina Department of environment and Natural Resources (NC DENR) Permit No. 39-01 originally issued as a Municipal Solid Waste Landfill Facility. The 28.8-acre landfill stopped accepting MSW waste in December 1997, and a permit to operate a 9.4- acre C&D landfill on top of the closed MSW was issued on December 30, 1997. The cohesive soil closure cap for the closed MSW landfill was certified by Municipal Engineering in March 1999. This closure and post-closure plan has been prepared in accordance with revised C&D landfill regulations that apply to facilities which accept wastes after July 1, 2008 (15A NCAC 13B .0547). 2. CLOSURE A. Description of Cap System The cap system to be used is designed to minimize infiltration and erosion. Cap System #1 will consist of (bottom to top):  12 inch intermediate cover;  A low-permeability infiltration layer of at least 18 inches with a permeability not greater than 1.0 x 10-5 cm/sec; and  A vegetative cover layer that contains a minimum of 18 inches of earthen material that is capable of sustaining native plant growth. Cap System #2 (for areas with slopes less than 8 percent) will consist of (bottom to top):  12 inch intermediate cover  Geosynthetic clay liner  18 inch protective cover layer of earthen material  A vegetative cover layer that contains a minimum of 6 inches of earthen material that is capable of sustaining native plant growth. (for areas with slopes greater than 8 percent) will consist of (bottom to top):  12 inch intermediate cover  18 inch protective cover layer of earthen material  A vegetative cover layer that contains a minimum of 6 inches of earthen material that is capable of sustaining native plant growth. Closure and Post-Closure Care Plan Joyce Engineering Oxford C&D Landfill Revised April 2017 Granville County, North Carolina 2 Construction of the cap system will conform to the approved closure plans and the following requirements:  post-settlement surface slopes will be a minimum of five percent and 25 percent; and  gas venting or collection system will be installed below the low-permeability barrier to minimize pressures exerted on the barrier. B. Closure Area The overall closure area of the C&D landfill is approximately 10.2 acres, approximately 9.4 acres of that being in the waste footprint and receiving the prescribed closure cap. The remaining area is backfill grading. C. Waste Inventory The total tonnage in place at the end of operations is approximately 648,602 tons of MSW waste and 267,391 tons of C&D waste. D. Schedule The landfill stopped receiving waste on December 31, 2016. Prior to beginning final closure, Granville County will notify the Division that a notice of intent to close the facility has been placed in the operating record. An itemized list of closure milestones and a proposed schedule follow. Closure activities are proposed to begin within 30 days of final receipt of waste. Construction of the closure cap is to be completed within 180 days following the initiation of closure activities. The total length of the proposed closure period is 210 days following the final receipt of waste. Approximate closure milestones are shown below. Cost Estimate for Closure The closure cost estimate in 2017 dollars has been attached for the maximum area to be closed. 3. POST-CLOSURE Post-closure activities for the 28.8-acre closed MSW/C&D on-top landfill facility will be conducted by Granville County for a period of 30 years following closure of the landfill. The length of the period can be increased or decreased in accordance with Division directives. A. Security Access to the site will be controlled by the use of barriers and gates at roadway entrances. These control devices will be maintained throughout the post-closure care period, and inspected as part of the monthly inspection program. All barriers and gates will be clearly marked with signs stating the name and nature of the facility and the person to contact in case of emergency or breach of security. C. Post-Closure Maintenance Post-closure maintenance and monitoring will be conducted at the landfill for a period of 30 years after final closure. The Division may decrease the length of the post-closure period if the owner or operator demonstrates that the reduced period is sufficient to protect human health and the environment, and the Division approves this demonstration. The period might be increased by the Division if the Division determines that the lengthened period is necessary to protect human health and the environment. Monitoring will include semi-annual sampling of groundwater and surface water, quarterly gas monitoring, and quarterly inspections of the final cover and monitoring and control systems. Maintenance needs identified through the monitoring program will be initiated no later than 60 days after Closure and Post-Closure Care Plan Joyce Engineering Oxford C&D Landfill Revised April 2017 Granville County, North Carolina 4 the discovery, and within 24 hours if a danger or eminent threat to human health or the environment is indicated. The cap system shall be maintained as necessary to correct the effects of settlement, subsidence, erosion, or other events, and preventing run-on and run-off from eroding or otherwise damaging the cap system. Small areas of cap maintenance (areas less that ¼ acre in size needing attention) may be deferred until there is a sufficient amount of work to justify the mobilization of equipment and personnel. The vegetative cover shall be mowed a minimum of once a year. The vegetative cover shall be amended and fertilized as needed to maintain healthy vegetation. Depressions in the cover that pond water or otherwise impair the function of the final cover will be filled and/or regraded. Areas subject to regrading will be revegetated. Animal burrows and eroded areas should be filled in with compacted soil and reseeded. If vegetative cover is not adequate in a particular area, fertilizer should be applied and the area reseeded in order to re-establish vegetation. Insecticides may be used to eliminate insect populations that are detrimental to the vegetation. Any deep-rooted or woody vegetation that may have established itself on the cover soil will be removed. 4. MONITORING PLAN A. Inspection Plan Routine inspections will be conducted throughout the post-closure care period. These inspections will be carried out quarterly unless problems are detected that indicate that more frequent visits are warranted. Potential impacts to the public and environment will be considered in determining the inspection frequency. In addition, unscheduled inspections will be conducted according to the approved Erosion and Sediment Control Plan or after significant rainfall events to ensure BMPs are functioning and to check for leachate seeps in side slopes. Items to be included in the periodic inspection will be as follows:  Access and security control  Integrity of the final cover  Stormwater management  Leachate outbreaks  Erosion and sediment control  Gas management  Groundwater and landfill gas monitoring systems  Vector control  Waste limit markers B. Post-Closure Land Use The primary land use for the site after closure of the landfill will be open dormant green space in accordance with Rule .1629(c)(3). Post-Closure Cost Estimate An estimate of post-closure care costs is attached. The total 30-year post-closure cost is given in 2017 dollars. D. Post-Closure Record Keeping The County will maintain all Post Closure records in a location that will be determined upon closure. The Division will be notified of the location for the documents. The documents will be made available to the Division upon request. E. Groundwater Monitoring Plan Groundwater monitoring will continue under the approved plan for the facility. F. Surface Water Monitoring Plan Surface water monitoring will continue under the approved plan for the facility. G. Gas Control Plan To protect public health and safety in the vicinity of the landfill, gas produced by the decomposition of refuse will be controlled and monitored during the operational, closure, and post-closure periods. A gas management plan and gas monitoring program will be implemented for the purpose of maintaining the concentration of methane gas below the following regulatory levels:  The concentration of methane gas generated is not to exceed 25 percent of the lower explosive limit (LEL) for methane in on-site structures (excluding gas control or recovery system components); and  The concentration of methane gas is not to exceed the LEL for methane at the facility property boundary. The landfill gas management plan is currently proposed to include monitoring in accordance with Rule .1627(d)(1)(D), and passive gas venting in the landfill. Other remedial measures will be implemented as needed to mitigate a potential gas migration problem. General Gas monitoring at the landfill will continue to be performed during the active life of the landfill and throughout the post-closure care period. Quarterly monitoring will be conducted at all subsurface gas detection probes and in all structures on the facility property. Gas detection probes have been installed along the northern, eastern and western waste boundary and are shown on Drawing No. FP-01. Closure and Post-Closure Care Plan Joyce Engineering Oxford C&D Landfill Revised April 2017 Granville County, North Carolina 6 Upon final closure, passive landfill gas vents will be installed along with the final cover system to allow release of gas to the atmosphere. Record Keeping The operator records the date, time, location, and sampling personnel, at the time of sampling, in addition to the concentration of combustible gases. The records will be maintained in the landfill operating record. 5. MAINTENANCE PLAN A. Correction of Leachate Outbreaks Site inspections will be performed to detect any problems from leachate seeps. Any surface seeps will be carefully investigated before excavating and repairing the final cover in the area of the seeps. Visual inspections shall be conducted in the near vicinity of the seeps to determine if additional control or remedial actions are necessary. Once a seep has been identified, the following procedures will be implemented as soon as possible for leachate remediation: First, all leachate-saturated cover soils will be removed and placed within the footprint of the waste cell. The source of the seep will be exposed by excavation, then turned down into the waste mass. The excavated area will be backfilled with stone, then covered with clean, compacted soil in order to prevent infiltration and properly contain the underlying waste materials. The soils selected for the new cover will have the lowest permeability of the available materials, and will be placed to depths exceeding the minimum required 12”, if necessary. 6. CLOSURE/POST CLOSURE VERIFICATION The following procedures will be implemented following closure:  Upon completion of closure, a licensed professional engineer acting on behalf of the owner will submit a Certification of Closure to the Division. This Certification will state that the site was closed in accordance with the Closure Plan and applicable solid waste regulations and laws as required by Rule .1627(c)(7).  Upon completion of the post-closure care period, the owner or operator will notify the Division that a certificate has been placed in the operating record. The certificate will be signed by a licensed professional engineer acting on behalf of the owner and shall verify that post-closure care has been completed in accordance with the Post Closure Care Plan and applicable solid waste regulations and laws as required by Rule .1627(d)(3).
