Summit Avenue PO Box 1358 Burlington, NC 27216-1358 PARTICIPANTS: John Patrone, Environmental Senior Specialist - Solid Waste Section (SWS) Eric Hilton, Operations & Projects Engineer – City of Burlington Department of Public Works STATUS OF PERMIT: Yard waste notification facility renewal form received by the SWS Yard waste notification expires on June 1st of each year PURPOSE OF SITE VISIT: Comprehensive Inspection (to ensure that the yard waste notification is compliant with 15A North Carolina Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the yard waste notification facility renewal form and corresponding approval letter. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On August 17, 2017, John Patrone met with Eric Hilton to discuss the requirements of a comprehensive inspection for the City of Burlington Yard Waste Facility Notification – Mackintosh Site located on Harris Road in Burlington, Alamance County. 1. The yard waste facility notification (YWN) is owned by the City of Burlington. 2. The YWN is located at the City of Burlington JD Mackintosh Water Treatment Plant. 3. The water treatment plant is a secured site [phone number: 336-584-1393]. 4. Mr. Hilton stated that the YWN has not operated to date and will only be used as a backup site. 5. The area allotted for the YWN is ~ 1.5 acres. It is an open grass area. 6. The site is not open to the public. 7. The YWN would be used to compost leaves. 8. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly. 9. Active compost temperature readings are required to be > 131°F (55°C) for three days, aerated accordingly. 10. It is suggested that windrow dimensions not exceed a height of 12 feet and a width of 20 feet (minimum dimensions of 6 feet high and 9 feet wide). 11. Ensure adequate fire lanes are maintained. 12. Access roads are of all-weather construction. 13. The site is secured by a metal gate with lock. 14. The Yard Waste Facility Notification shall be renewed annually, by June 1st. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
