PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the yard waste notification is compliant with 15A North Carolina
Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the yard waste
notification facility renewal form and corresponding approval letter.

ADDITIONAL COMMENTS
On August 17, 2017, John Patrone met with Eric Hilton to conduct a comprehensive inspection of the City of Burlington
Yard Waste Facility Notification – Anthony Road Site located on Anthony Road in Burlington, Alamance County.
1. The yard waste facility notification (YWN) is owned by the City of Burlington. It is located adjacent to the
Anthony Road Closed Landfill (closed pre-1983, NONCD0000106) and abuts the City of Burlington Temporary
Disaster Debris Staging Site (TDDSS, DS01-008).
2. The YWN is located on the right off of Anthony Road (traveling from NC 62), via a gravel road prior to Lear
Drive.
3. The site is not open to the public. It is accessed by City of Burlington personnel.
4. The area used for the YWN is < 2 acres.
5. The YWN is used to compost leaves.
6. The City of Burlington primarily collects leaves from late October through February.
7. During the inspection, there were no leaves or compost on site.
8. Mr. Hilton stated that the leaves composted last season had been distributed.
9. The facility maintains estimates of the amount of leaves received. Records for 2014 - 2015 [6,824 yd3], 2015 –
2016 [4,512 yd3], and 2016 – 2017 [5,424 yd3].
10. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly.
11. The facility maintains temperature records. Records were observed that demonstrate three days at a minimum
of 55 degrees Celsius/131 degrees Fahrenheit. Mr. Hilton stated that the windrows are aerated every four weeks
to maintain elevated temperatures.
12. It is suggested that windrow dimensions not exceed a height of 12 feet and a width of 20 feet (minimum
dimensions of 6 feet high and 9 feet wide).
13. Ensure adequate fire lanes are maintained.
14. It is suggested that a 50-foot buffer be maintained between the YWN and TDDSS. Appropriate buffer shall be
maintained between the YWN and the closed landfill.
15. Mr. Hilton stated that logs stored on site will be cut for firewood or repurposed.
16. The area allotted for the conditionally approved TDDSS did not contain any material.
17. Access roads are of all-weather construction.
18. The site is secured by a metal gate with lock.
19. The facility has a proper sign.
20. The Yard Waste Facility Notification shall be renewed annually, by June 1st.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
