ADDITIONAL COMMENTS
On August 15, 2017, John Patrone met with Bobby Needham to conduct a comprehensive inspection of the Republic
Services of North Carolina, LLC Bishop Road Transfer Station located on Bishop Road in Greensboro, Guilford County.

1. The facility is a municipal solid waste (MSW) transfer station owned by Republic Services of North Carolina,
LLC and operated by K.R. Drenth Trucking, Inc.
2. The facility is open Monday through Friday 4:00 am to 7:00 pm and Saturday 6:00 am to 12:00 pm.
3. The facility is not open to the general public.
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is permitted to receive MSW generated within a 50-mile radius of Guilford County. The service area
includes the 26 counties listed in the permit.
6. Municipal solid waste is hauled to the Uwharrie Environmental Regional Landfill (62-04) in Montgomery
County. The facility is permitted to haul MSW to four other landfills as listed in the permit.
7. The following are facility certified personnel:

b. Lamard D. Crawford, Certified Transfer Station Operations Specialist, TS-2014037, exp. 06/13/20

d. William T. Payne, Certified Transfer Station Operations Specialist, TS-2017007, exp. 03/23/20
8. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on
December 11, 2015.
9. A vehicle scale test was conducted by Carlton Scale on December 21, 2016 and August 1, 2017.
10. The facility receives commingled recyclable materials (paper, plastic, glass, metal, and cardboard). The
recyclables are off-loaded on the right side of the transfer station building tipping floor. Throughout the day,
recyclables are loaded into dedicated transfer trailers and hauled to the GDS Conover Transfer Station (18-05) –
[MSW transfer station and recyclable materials processing operation].
11. The recyclable materials are separated from MSW by a small wall constructed of large yellow concrete blocks.
12. When the facility permit is renewed, modified, or reviewed the recyclable materials transfer operation should be
described in detail.
13. The facility maintains records of the amount of material received. Throughput records were observed for 2017
through August 14th. Municipal solid waste received is 82,210.92 tons and recyclables is 3,975.48 tons.
14. The facility annual report (FAR) was received by the SWS dated July 26, 2017. Tonnage of MSW received July
2016 through June 2017 is 136.066.59 and the tonnage of recyclable materials received is 6,512.
15. K.R. Drenth Trucking, Inc. hauls MSW and recyclables from the facility for disposal and recycling.
16. During the inspection, there was one full MSW transfer trailer on site, one in the load out bay, and four empty
trailers.
17. Mr. Needham stated that the transfer trailers hauled-off each contain ~ 22 tons of MSW and ~ 6 tons of recyclable
materials.
18. Mr. Needham stated that ~ 25 MSW transfer trailers and two recyclable materials transfer trailers are hauled-off
daily.
19. Mr. Needham stated that full transfer trailers of MSW are generally not stored on site overnight.
20. The transfer trailers appeared to be in good condition. It is suggested that the outside of the transfer trailers be
cleaned when grime is easily noticeable.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

21. The transfer station tipping floor is sloped to allow leachate to drain to the load out bay.
22. Leachate from the transfer trailer load out bay is piped to the City of Greensboro sanitary sewer system.
23. The load out bay floor is an old scale. Leachate drains along the length of the scale to the oil/water separator
tank.
24. The transfer station oil/water separator tank was pumped-out by Noble Oil Services, Inc. on July 29, 2016 and
February 9, 2017.
25. Water that accumulates at the entrance to the load out bay (low area) shall be treated as leachate if it comes in
contact with solid waste.
26. Waste screening reports were observed for January 2, 2017 through August 11, 2017. The facility is required to
conduct at least two waste screenings per week. The facility commonly conducts ~ four per week.
27. Ensure the two sheet metal wall seams of the transfer station building, along the load out bay, are repaired.
28. The facility does not accept scrap tires or white goods.
29. The transfer station building has fire extinguishers.
30. The transfer station building walls are washed down quarterly by Byrne Truck Equipment. The most recent wash
down occurred on July 29, 2017.
31. Windblown material is required to be picked up at the end of each workday.
32. The Pinecroft-Sedgefield Fire Department can be contacted to address an emergency at the facility.
33. The facility is secured by a locked gate. Personnel are on site during operating hours.
34. Access roads are of all-weather construction.
35. The facility has proper signage.
36. The PTO expiration date is October 12, 2024.
37. The PTO renewal application shall be submitted to the SWS by April 12, 2024.
38. The PTO is subject to limited review by October 12, 2019.
39. The PTO limited review request is due by April 12, 2019.
