Any revisions to this Post-Closure Care Plan will be made by the facility and the amended plan placed in the “Operating Record” of the facility and a copy provided to the North Carolina Department of Environmental (NCDEQ), Division of Waste Management, Solid Waste Section (SWS). The East Burke Landfill, Permit No. 12-02, is located at 8827 Rhodhiss Road, SR 1611, in Connelly Springs, Burke County, North Carolina. The area surrounding the landfill is primarily residential/agricultural and contains open fields and woodlands. The landfill operated as Burke County’s Landfill between 1972 and 1988 and has been closed to the reception of waste since 1988, thus beginning the post-closure care period. The landfill is regulated under Rules .0500 and .0600 of the North Carolina Solid Waste Management Regulations (NCSWMR) for municipal solid waste landfills (MSWLF) closed prior to October 9, 1993. Following closure of a solid waste landfill unit, the owner or operator shall conduct post-closure care. Typically, post-closure care is conducted for 30 years; however, the length to the care period may be decreased or increased based on the site conditions and demonstration to protect human health and the environment. 2.0 POST-CLOSURE CONTACT Burke County will handle questions and/or problems that may arise during the post-closure care period. CONTACT PERSON: Keith Farris, Interim General Services Director ADDRESS: Burke County General Services 201 South Green Street Morganton, NC 28680 PHONE NUMBER: (828) 764-9062 3.0 INSPECTION, MAINTENANCE, AND MONITORING PLAN A semiannual inspection program will be conducted throughout the post-closure care period for the site. If problems arise, the inspections may be made more frequently depending upon the severity of the problem. Potential impact to the public and environment will be a factor in determining the inspection interval. A post-closure inspection form is provided in Attachment A to this Plan. Throughout the post-closure care period, the following areas will be inspected on a semiannual basis: East Burke Landfill, Burke County, Permit 12-02 Joyce Engineering Post-Closure Care Plan May 2017 Page 2  Access and security control;  Posted signs;  Final cover system for o Possible leachate outbreaks, o Erosion damage, o Settling/ponding, o Vegetative cover;  Integrity of surface water drainage ways and impoundments;  Groundwater monitoring system; and  Landfill gas monitoring system. The form provided in Attachment A should be completed for each inspection. Copies of the inspections will be kept by Burke County General Services Office and available to NCDEQ for their review. If an inspection reveals needed maintenance, maintenance activities will be initiated as soon as possible, and in no case later than 90 days after discovery of the need. Necessary resources for the performance of maintenance will be available from Burke County. 3.1 Security Control Devices Throughout the post-closure care period, fencing, lockable gates, and other natural and/or artificial barriers will be maintained to control access to and from the landfill property. All gates will be clearly marked with signs stating the name of the facility, that solid waste was disposed on the site, and that the site is no longer used for disposal purposes. Missing or damaged security locks will be replaced when discovered during inspections. Damage to the gate or perimeter fencing which interferes with their intended function will be repaired promptly. Edge- of-waste markers and property boundary markers will be maintained in good condition. 3.2 Leachate Monitoring Monitoring of the landfill for possible leachate issues will continue throughout the post-closure care period of the site. Semiannual inspections will be made to look for any possible leachate outbreaks. Personnel responsible for performing site inspections and maintaining the site will be competent individuals trained in the skills necessary to perform their job. Personnel will continue to receive training as new programs become available. If major problems arise, competent engineering and construction firms will be engaged to assess the situation and recommend ways to alleviate the problems. 3.3 Erosion and Settlement Erosion damage such as gullies that develop on the vegetative soil layer of the final cover system will be repaired when the gullies are greater than six inches deep. Eroded areas will be filled with soil capable of sustaining vegetative growth. The surface of the soil will then be reseeded, East Burke Landfill, Burke County, Permit 12-02 Joyce Engineering Post-Closure Care Plan May 2017 Page 3 fertilized, and mulched to reestablish vegetation. If differential settlement produces low areas where rainwater can pond, the areas will be filled, compacted, and re-graded to allow efficient runoff. The surface of the soil will then be reseeded, fertilized, and mulched to reestablish vegetation. 3.4 Vegetative Cover Post-closure maintenance will include mowing of the grass cover. This will be done to improve the stand of grass being developed on the landfill cap and to allow inspection of the cap. During the normal post-closure period, the site will be mowed a minimum of two times per year to maintain the grass cover. In addition to mowing, post-closure activities may include seeding as needed. In the fall of the year, the vegetative cover will be evaluated. A plan for reseeding will be developed based on the needs of the site during that year. The seeding will be applied during the fall planting season. After closure of the landfill, pine trees were planted on top of the landfill cap, and the trees are now mature. By establishing a permanent root network with the vegetative species, the trees will help retain the slopes from erosion. The established species of trees will help stabilize the landfill slopes and shall be maintained. Dead trees and shrubs, fallen branches, and excessive undergrowth shall be removed. A park-like appearance is desirable. A path around the edge of waste shall be kept free of brush to allow unobstructed passage around the landfill and to allow for inspection of edge-of-waste markers. 3.5 Groundwater Monitoring System Groundwater Monitoring will continue at the facility throughout the duration of the post-closure care period in accordance with the facility’s Groundwater Monitoring Plan. A copy of the Groundwater Monitoring Plan is maintained at the Burke County General Services Office and available to NCDEQ for their review. Landfill personnel shall be aware of the location of all groundwater monitoring wells to prevent accidentally damaging them with equipment. Any damage will be repaired appropriately. All existing groundwater monitoring wells will be maintained. Site Plan is included in Appendix 2. Minor damage to groundwater monitoring wells observed during inspections or sampling events shall be repaired as soon as possible. If major damage or contamination is suspected, a professional geologist shall be retained to evaluate the condition of the well. If the well must be replaced, the old well will be abandoned in accordance with the facility’s Groundwater Monitoring Plan. Well abandonment and replacement shall adhere to NCAC 15A Subchapter 2C Well Construction Standards. Groundwater monitoring at the East Burke Landfill is completed in accordance with the monitoring requirements of Rule .0600 of the NCSWMR. Groundwater samples are collected semiannually. Four active groundwater monitoring wells comprise the groundwater monitoring East Burke Landfill, Burke County, Permit 12-02 Joyce Engineering Post-Closure Care Plan May 2017 Page 4 network at the East Burke Landfill. The current compliance network consists of the monitoring wells MW-1 (background), MW-2, MW-3, and AMW-1. 3.6 Landfill Gas Monitoring System Landfill Gas Monitoring will continue at the facility throughout the duration of the post-closure care period in accordance with the facility’s Landfill Gas Monitoring Plan (LGMP). A copy of the LGMP will be maintained at the Burke County General Services Office and available to NCDEQ for their review. The LGMP will serve as a guidance document for collecting and monitoring of landfill gas at the East Burke Landfill. Landfill gas will be monitored semiannually to ensure that methane concentrations do not exceed the regulatory limit at the facility boundary. The LGMP was prepared in accordance with the NCDEQ-SWS Landfill Gas Monitoring Guidance, to assure performance standards are met and to protect public health and the environment. The current compliance network consists of the landfill gas monitoring probes GP-1, GP-2, GP-3, GP-4, GP-5, and GP-6. These monitoring probes were installed in June 2015. Landfill personnel will be aware of the location of all landfill gas monitoring wells to prevent accidentally damaging them with equipment. Any damage will be repaired appropriately. All existing landfill gas monitoring wells will be maintained. A Site Plan showing the gas monitoring locations is included in Appendix 2. Minor damage to landfill gas monitoring wells observed during inspections or sampling events shall be repaired as soon as possible. If major damage is suspected, a professional geologist will be retained to evaluate the condition of the well. If the well must be replaced, the old well will be abandoned in accordance with the facility’s LGMP. Well abandonment and replacement shall adhere to NCAC 15A Subchapter 2C Well Construction Standards and the NCDEQ-SWS Landfill Gas Monitoring Guidance. 4.0 POST-CLOSURE LAND USE The County currently operates an active solid waste collection convenience center at the entrance of the East Burke Closed Landfill. Part of the convenience center paved area lies over a portion of the closed waste unit. No other active post-closure uses are planned for the property. No uses are expected to interfere with the regulated post-closure care activities. 5.0 TERMINATION OF POST-CLOSURE CARE 5.1 PCC Certification Following completion of the post-closure care period for groundwater and landfill gas monitoring, and final cover system maintenance, Burke County may submit to NCDEQ a certificate, signed by a registered professional engineer, verifying that post-closure care has been completed in accordance with the post-closure plan and petitioning for termination of some or all post closure activates. The certificate shall be accompanied by an evaluation, prepared by a East Burke Landfill, Burke County, Permit 12-02 Joyce Engineering Post-Closure Care Plan May 2017 Page 5 professional engineer licensed in the State of North Carolina and signed by the owner or operator, assessing and evaluating the landfill's potential for harm to human health and the environment in the event that post-closure activities such as groundwater monitoring, gas monitoring, final cover system maintenance, and/or leachate management are discontinued. 5.2 NCDEQ Evaluation To determine whether the post-closure care period may be decreased, increased, or terminated, the NCDEQ may consider the following areas when reviewing the facility’s certification and evaluation:  Groundwater Monitoring;  Landfill Gas Monitoring;  Final Cover System Maintenance;  Leachate Issues;  Additional Post-Closure Care requirements contained in the facility’s permit or approved Post-Closure Care Plan; and/or  Other NCDEQ programs, e.g., air and water permits.
