Sampling and reporting was conducted in accordance with 15A NCAC 13B.1632. This letter summarizes the sampling activities and results of the spring 2017 semi-annual sampling event. Water quality samples were collected from 25 monitoring wells and surface water and leachate sampling locations. Groundwater samples were collected from April 25 through 27, 2016. Six surface water and six leachate samples were collected on April 21 and 24, 2017. All samples were collected and analyzed by Pace Laboratories in Asheville, NC for analysis of the current landfill constituents list: Appendix I Volatile Organic Compounds (VOCs) (EPA 8260); Appendix I Metals (EPA 6010) plus mercury (EPA 7470), sulfate (EPA 300.0), chloride (SM 4500-Cl-E), Alkalinity (SM 2320B), and Total Dissolved Solids (SM 2540C). Groundwater elevations were also measured and groundwater contour maps for both the shallow and deep flow regimes as presented in Attachment A. Field parameters and well conditions were evaluated and recorded and are presented in Attachment B Well Condition Summary and Attachment C Field Report Forms & COCs. Field parameters recorded in the field report include: pH, specific conductivity, temperature, dissolved oxygen, and oxidation/reduction potential, temperature, and turbidity. Field parameters were also measured at the surface water sampling locations. Metals detected in groundwater samples include barium, chromium, cobalt, copper, iron, manganese, nickel, vanadium and zinc. Other detected constituents include chloride, sulfate and total dissolved solids. No VOCs were detected in groundwater samples. Buncombe County New Landfill Spring 2017 Semi-Annual Sampling Iron, vanadium and manganese were the only constituents in monitoring well samples that exceed North Carolina 2L (NC2L) Groundwater Standards (GWS). Eight of the 25 monitoring wells had concentrations in excess of the NC2L GWS. These concentrations are consistent with previous sampling results and are generally recognized as naturally occurring, as evidenced in the Alternate Source Demonstration (ASD) submitted January 4, 2017. Groundwater concentrations exceeding the NC2L GWSs are summarized as follows: Iron exceeded the maximum contaminate level (MCLs of 300 micrograms per liter (ug/L) in MW-1 (2,610 ug/L), MW-12 (1,120 ug/L), MW-12D (894 ug/L), MW-14 (1,730 ug/L) and MW-15S (4,800 ug/L). Vanadium exceeded the MCL of 0.3 ug/L in MW-1 (6.8 ug/L), MW13D (6.8 ug/L), MW-14 (6.0 ug/L), MW-15S (18.5 ug/L) and MW-4 (8.1 ug/L).Manganese exceeded the MCL of 50 ug/L in MW-15D (358 ug/L) and MW-15S (10,600 ug/L). No Appendix I VOCs were detected or exceeded MCLs in groundwater samples. Metal constituents detected in surface water samples include barium, copper, nickel and zinc. No Appendix I VOCs were detected in surface water samples. Surface water sample results did not exceed NC2L Surface Water Standard (SWS). Metal constituents detected in leachate samples include arsenic, antimony, barium, chromium, cobalt, copper, nickel, thallium, vanadium and zinc. VOC constituents detected in leachate samples include 1,1-dichloroethane, 1,4-dichlorobenzene, acetone, benzene, ethylbenzene, xylene, σ-xylene, toluene and vinyl chloride. Leachate sampling demonstrated no constituents exceeding NC2L GSWS reporting limits. A table of detections is provided as Attachment D and a table of exceedances is provided as Attachment E.
