The NC Solid Waste Section Field Operations Branch and Permitting Branch made a determination to
allow Capital Materials & Recycling to reduce their financial assurance requirement to $100,000 with
re-evaluation in 6-8 months to confirm the facility is maintaining throughput. If the facility needs a
letter or documentation regarding financial assurance, please contact Sarah Rice at (919) 707-8287.
I will need a revised site map, plan sheet size, with the updated facility boundaries and other details
of proposed changes submitted to me as a permit modification request to supplement the Facility
Plan Modification language submittal dated July 18, 2016. The fee for a permit modification is $500.

I wanted to follow up with you regarding our prior conversations. Based on discussions with Gary
and Capital Materials, the process rates (in general terms) for mulch is as follows:
Incoming woody waste: ~24,000 tons per year
Outgoing woody waste (mulch and chips) quota: ~36,000 tons per year with an anticipated increase
of 12,000 tons per year with the mulch coloring process
Maximum processing rate of equipment is ~160,000 tons per year.
As you are aware, moving the material is the biggest challenge in recycling but with the
diversification of end products, it becomes easier. Also, the site is more than capable of processing
the incoming materials with the existing equipment.
Please advise of next steps in completing our request on the financial assurance while we are on
similar tracks to coordinate disaster debris site and recycling certifications.
