(DEP) owns and operates the Roxboro Steam Electric Plant (Roxboro Plant, Plant or Site), situated on approximately 6,095 acres, addressed at 1700 Dunnaway Road in Semora, Person County, North Carolina. A Site Location Map is included as Figure 1. The Roxboro Plant began operations in the 1960s and continued to add capacity through the 1980s. Currently, the Plant operates four coal-fired units. Coal combustion residuals (CCRs) have historically been managed at the Plant’s on-site ash basins: the semi-active East Ash Basin (EAB) (operated from the mid-1960s to present) and the active West Ash Basin (WAB) (operated from the early 1970s to present). An unlined landfill was constructed on top of the semi-active East Ash Basin in the late 1980s for the placement of dry fly ash (DFA). A lined landfill (Roxboro Industrial Waste Landfill, Permit #7302-INDUS-2002) was constructed over the unlined landfill in phases and began operation in 2004 (Figure 2). The Roxboro Industrial Waste Landfill is permitted to receive coal combustion by- products (CCBs) and incidental amounts of other wastes generated at the Roxboro Steam Electric Plant and other Duke Energy plants. Over 90 percent of the CCBs managed at the Roxboro Industrial Waste Landfill consist of fly ash, bottom ash, and off-spec flue gas desulfurization (FGD) residue (gypsum). Other wastes include plant sump sludges from cleanouts, coal pile runoff, pond sludge, coal mill rejects, gypsum settling pond and flush pond sludge cleanout, cooling tower debris from cleanouts, abrasive blast media, and leachate from the landfill site. Phases 1-5 of the Roxboro landfill were constructed with an engineered liner system and are contained within an area of approximately 70.4 acres. Phase 6 was constructed with a double engineered liner system and is contained in an area of approximately 23.4 acres. Phase 1 initial waste placement began in 2004. Waste placement is currently occurring in Phase 6. Groundwater sampling is performed on a semi-annual basis. The sampling includes measurement of groundwater field parameters and water levels as well as collection of groundwater samples from six groundwater monitoring wells. Water levels are also measured in two piezometers, and leachate samples are collected at six locations. As described in the Water Quality Monitoring Plan (WQMP) (Attachment 6, BlackRock Engineers, Inc., August 2013) contained in the Permit to Construct Application, the monitoring system at the landfill consists of the following: Roxboro Industrial Waste Landfill 2017 First Semiannual Groundwater Monitoring Report July 2017 Duke Energy Progress, LLC SynTerra Page 2 P:\Duke Energy Progress.1026\07.ROXBORO PLANT\2017 Landfill Solid Waste GW Compliance and Monitoring\April 2017\Report\April 2017_Solid_Waste_Report_Roxboro.docx Monitoring Wells: GMW-6 GMW-7 GMW-8 GMW-9 GMW-10 GMW-11 Piezometers: PZ-12 PZ-14 Leachate Sample Locations: LP-1 LP-2 LP-3 LP-4 LP-5 LP-6 The sampling locations are depicted on Figure 2. A summary of monitoring well construction information is presented in Table 1. According to the Water Quality Monitoring Plan, most of the groundwater monitoring system was in service in 2002 with the exceptions of PZ-14 which was installed in December 2009, and GMW-7 and GMW-11 which were installed in 2010 and 2011, respectively, as replacement wells. Monitoring well GMW-9 is identified as the upgradient background well in the Water Quality Monitoring Plan. Roxboro Industrial Waste Landfill 2017 First Semiannual Groundwater Monitoring Report July 2017 Duke Energy Progress, LLC SynTerra Page 3 P:\Duke Energy Progress.1026\07.ROXBORO PLANT\2017 Landfill Solid Waste GW Compliance and Monitoring\April 2017\Report\April 2017_Solid_Waste_Report_Roxboro.docx 2.0 METHODS 2.1 Sampling and Analysis Methods The collection of samples and documentation of sampling was performed by SynTerra Corporation (SynTerra) personnel (SynTerra Field Certification #5591) according to the North Carolina Solid Waste Management Guidelines. Copies of the field sampling forms are included in Appendix A. The parameters and constituents reported were selected by Duke Energy and the NCDEQ Division of Solid Waste and were analyzed by Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248). The laboratory report and chain-of-custody forms are included in Appendix B. The groundwater and leachate samples were analyzed for the following constituents: Barium, boron, chromium, copper, iron, manganese, nickel, silver, and zinc using U.S. Environmental Protection Agency (EPA) Method 200.7 Arsenic, cadmium, lead, thallium, and selenium using EPA Method 200.8 Chloride, fluoride, nitrate (as nitrogen), and sulfate using EPA Method 300.0 Mercury using EPA Method 245.1 Total dissolved solids using Standard Method (SM) 2540C Total organic carbon, biochemical oxygen demand, and chemical oxygen demand were historically sampled up until April 2015; these constituents are not currently required to be analyzed in the WQMP and were not analyzed for during this sampling event. 2.2 Statement of Work SynTerra completed the following tasks: Conducted groundwater and leachate sampling at Roxboro landfill monitoring wells, shipped samples to Duke Energy Laboratory, and submitted all field data to Duke Energy. Received April 2017 field sampling information (compiled by Duke Energy and redistributed to SynTerra) for monitoring wells GMW-6, GMW-7, GMW-8, GMW-9, GMW-10, and GMW-11. Depth to groundwater measurements were also received for piezometers PZ-12 and PZ-14. Leachate sample data was included for locations LP-1, LP-2, LP-3, LP-4, LP-5, and LP-6. Groundwater and leachate samples were collected on April 11 – 12, 2017. Reviewed the laboratory analytical results for the samples listed above. The Electronic Data Deliverable (EDD) provided by Duke Energy was adapted to conform to the format requirements of the NCDEQ EDD template. Copies of the original EDDs are retained in SynTerra's files. Developed generalized groundwater surface contour map using survey data and groundwater elevation data supplied by Duke Energy. Calculated groundwater flow velocities based on groundwater elevations on wells perpendicular to groundwater flow. Prepared and submitted this Semiannual Groundwater Monitoring Report to Duke Energy. These contours were developed using the groundwater elevations measured in a site wide 24 hour water level collection on April 10, 2017. The contours are supplemented with water level measurements of wells utilized in the Coal Ash Management Act (CAMA) program, also measured on April 10, 2017. Calculated flow velocities are presented in Table 2. Groundwater at the landfill flows north-northwest from areas of higher topography located along the southern portion of the landfill. 3.2 Analytical Results A summary of the field data is presented in Table 3. The field and analytical results of groundwater samples collected from the monitoring wells are presented in Table 4. The analytical results for these samples are compared to the groundwater standards established in Title 15A NCAC 02L .0202 (g) (2L Standards). Concentrations that attain or exceed the 2L Standards are noted in Table 4 by bold font. A summary of the field and analytical results that attain or exceed the 2L Standards and a preliminary analysis of the cause and significance of the exceedances are presented in Table 5. The field and analytical results for leachate sampling are summarized in Table 6. Concentrations with values that are equal to or greater than Solid Waste Section Limits (SWSLs) are noted in Table 4 by gray shaded cells. Select samples were diluted, as is normal laboratory practice, to bring samples within the calibrated range of analysis. Specifics regarding the samples that were diluted, including the dilution factor, are reported in the EDD and in the laboratory analytical report. The laboratory analytical report is included as Appendix B.
