(DEP) owns and operates the L.V. Sutton Energy Complex (Site), located on approximately 3,300 acres, addressed at 801 Sutton Steam Plant Road in Wilmington, New Hanover County, North Carolina. A Site Location Map is included as Figure 1. The Sutton Plant began operations in 1954 with three coal-fired boilers that primarily used bituminous coal as fuel to produce steam to generate electricity. The Site ceased burning coal in November 2013 and switched to natural gas for electricity generation, thus the facility no longer generates coal ash. Coal combustion residuals (CCRs) were originally stored on-site in the 'former ash disposal area (FADA)', also known as the ‘lay of land area’, then in the 1971 ash basin (old ash basin), and finally the 1984 ash basin (new ash basin). In 2015, ash removal activities for offsite disposal began in the 1971 ash basin and are currently ongoing. Site development and construction activities for Phase 1 of the new on-site double-lined coal combustion residuals (CCR) landfill (Industrial Waste Landfill Permit #6512- INDUS-2016) began in September 2016 and are ongoing (Figure 2). The new CCR landfill will be constructed in three Phases. Duke Energy intends to remove CCR from the 1971 and 1984 Basins and place it within Phase I of the new double-lined CCR landfill when it becomes operational, currently projected for July 2017. The onsite CCR landfill is permitted to accept the following on-site generated waste types: CCR (including fly and bottom ash, pyrites and coal mill rejects, and boiler slag); Wastewater treatment sludge (WWTS); Petroleum contaminated site soils; and Plant decommissioning-related materials. The liner for the new CCR Landfill consists of a double-lined system (from top down) with a two foot thick protective layer, primary geocomposite drainage layer, 60-mil thick primary high density polyethylene (HDPE) textured geomembrane, secondary geocomposite drainage layer, 60-mil thick secondary HDPE textured geomembrane and a geosynthetic clay liner (GCL). Eight groundwater monitoring wells (BMW-01, BMW-02, BMW-03, BMW-04, DMW-01, DMW-02 DMW-03 and DMW-04) were installed along the east and west sides of the new landfill in February 2017. The WQMP included baseline sampling consisting of four sampling events. The sampling includes measurement of groundwater field parameters and water levels as well as collection of groundwater samples. The results of the first two baseline sampling events, performed on March 7, 8, 9 2017 and April 4, 5, 6, 2017, are reported herein. The sampling locations are depicted on Figure 2. A summary of monitoring well construction information is presented in Table 1. L.V. Copies of the field sampling forms are included in Appendix A. The parameters and constituents reported were analyzed by Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248). The laboratory report and chain-of-custody forms are included in Appendix B. The groundwater samples were analyzed for the following constituents as per email from DEQ to Duke Energy dated February 27, 2017: Barium, boron, chromium, copper, iron, manganese, nickel, silver, and zinc using Solid Waste Method 6010D Arsenic, cadmium, lead, thallium, and selenium using Solid Waste Method 6020B Chloride, fluoride, nitrate (as nitrogen), and sulfate using EPA Method 9056A Mercury using EPA Method 7440A Total dissolved solids using Standard Method (SM) 2540C Biological oxygen demand (BOD), chemical oxygen demand (COD) and total organic carbon (TOC) were inadvertently omitted from the first two baseline sampling events. Four baseline sampling results will be provided for BOD, COD and TOC in the second Baseline Sampling Event Report. 2.2 Statement of Work SynTerra completed the following tasks: Conducted the first two baseline groundwater sampling events at the Sutton landfill monitoring wells, shipped samples to Duke Energy Laboratory, and submitted all field data to Duke Energy. Reviewed the laboratory analytical results for the samples listed above. The Electronic Data Deliverable (EDD) provided by Duke Energy was adapted to conform to the format requirements of the NCDEQ EDD template. Copies of the original EDDs are retained in SynTerra's files. L.V. These contours were developed using the groundwater elevations measured on the date of depth to water collection, April 3, 2017. The water levels in three of the wells, BMW-1 and BMW-3, located on the northeast side of the landfill, and DMW-1, located on the northwest side of the landfill, were below the top of the dedicated pumps and therefore could not be measured. Calculated flow velocities are presented in Table 2. Groundwater elevation data collected in April 2017 indicate groundwater at the landfill flows east to southeast. 3.2 Analytical Results A summary of the field data is presented in Table 3. The field and analytical results of groundwater samples collected from the monitoring wells are presented in Table 4. The analytical results for these samples are compared to the groundwater standards established in Title 15A NCAC 02L .0202 (g) (2L Standards). Concentrations that equal or exceed the 2L Standards are noted in Table 4 by bold font. A summary of the field and analytical results that attain or exceed the 2L Standards including a preliminary analysis of the cause and significance of the exceedances are presented in Table 5.
