ADDITIONAL COMMENTS
The facility is a municipal solid waste (MSW) transfer station owned by the City of Raleigh, operated by Wake County.
The facility is permitted to receive municipal solid waste (MSW) from Wake County. Waste is transported to South
Wake MSW Landfill (92-22) for disposal. The facility receives waste from contract haulers. It does not accept waste
from the general public.
1. The current permit was issued February 17, 2014. The permit expiration date is February 17, 2019.
2. The facility operating hours are Monday through Saturday from 6:00 am to 3:00 pm.
3. The facility site plan and operations plan were discussed with operator. Please have a copy of the facility site
plan, operations plan, and permit onsite for future inspections. The facility is permitted to receive municipal solid
waste (MSW) from Wake County. Waste is transported to South Wake MSW Landfill (92-22) for disposal. The
facility receives waste from contract haulers. It does not accept waste from the general public.

5. The facility only receives MSW for disposal. Material is not accepted for recycling or reuse.
6. Waste screening reports were verified for January 3, 2017 through June 22, 2017. The facility conducts screenings
on 1 percent of loads received (or 1 per day).
7. Waste on the tipping floor was being well managed.
8. Some windblown material was observed. Windblown material resulting from the operation is collected and
properly disposed of at the conclusion of each day of operation.
9. Leachate generated by the facility is piped to the City of Raleigh Neuse River Wastewater Treatment Plant
(WWTP). The leachate system appeared to be functioning well at the time of the inspection.
10. There were areas along the perimeter walls where waste was collecting. The waste needs to be removed and the
area cleaned. Facility staff should more routinely sweep and clean these areas of the transfer station.
11. The facility has two 100 gpm fire hoses, one on each side of the tipping floor, and several heat detectors and fire
extinguishers for fire control. The City of Raleigh fire department will address emergencies.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

12. Transfer trailers are owned, operated, and hauled off-site by Custom Ecology Inc. (CEI). Waste received close to
the closing time, after the time needed to haul to the South Wake MSW Landfill, is stored onsite until the next
business day in leak-proof transfer trailers. No leaking from transfer trailers was observed at the time of the
inspection.
