Mr. Farris,

The Division of Waste Management, Solid Waste Section (Section) has completed a review of the
document titled Post-Closure Care Plan (DIN 28009) for the above referenced facility. The
document was submitted on your behalf by Joyce Engineering and was received in the Asheville
Regional Office on May 31, 2017.

Based on this review, the Section needs clarification or additional information in order to approve
the Plan. As a result, please provide a response to each of the items listed below or update the
application as necessary:
1. Section 2.0, Post-Closure Contact, lists Chris Hollifield as the contact person for the
facility. However, it is the understanding of the Section Mr. Hollifield is no longer
employed by Burke County.
2. Section 3.4, Vegetative Cover, states established species of trees will help stabilize the
landfill slopes and shall be maintained and dead trees and shrubs, fallen branches, and
excessive undergrowth shall be removed. The Section agrees with the basics of this plan,
but requests additional detail regarding maintenance and removal criteria. In that regard,
please consider the following items:
a. A limit on tree size to be left in place versus those requiring removal. Previously
approved plans at other facilities specify the removal of trees with diameters of four
inches (4”) or less measured at breast height. The specified diameter can vary based
on what works best for your facility, but the limit should be specified in the plan.
b. All trees to remain in place should have the lower limbs removed up to a certain
height, four to six feet (4’-6’), to allow for easy inspection and access for cap
maintenance activities. The specified height can vary based on what works best for
your facility, but the height should be specified in the plan.
c. A contingency plan for tree removal should be added. This discussion should
consider root ball removal (based on tree size), management of wastes should any
be encountered during the removal process and cap repair.

d. The Post-Closure Inspection Form (Attachment A) should be revised to include
specific language regarding the limits on tree diameter and trimmed limb height as
well as health of mature trees.
