This letter report presents the results of the recently completed sampling event at the Onslow County Subtitle D Landfill and constitutes the first semi-annual sampling event for 2016. The approved groundwater monitoring network consists of the following wells: MW-1, -1a, -2, -2a, -3, -4, -5, -6, -7, -8, and -8a. Monitoring well MW-4a was not sampled during this event and will only be sampled if it is reinstated into the approved groundwater monitoring network. Field activities, groundwater sampling, and landfill gas monitoring results are discussed below. Field Activities Groundwater samples from the Onslow County Subtitle D Landfill were collected on May 3, 2016. Groundwater samples from all wells were collected by use of disposable, laboratory decontaminated, bailers. Monitoring well locations are presented on Figure 1 and well construction details are provided in Table 1. Groundwater elevations were measured at each well prior to sampling and are presented in Table 2. These groundwater elevations were used to construct potentiometric contours for this sampling event as shown on Figure 1. The groundwater elevations and potentiometric contours were used to estimate groundwater velocities at each well and are presented in Table 3. After the depth to groundwater was determined, three well volumes of water were removed from each well prior to sampling to provide fresh formation water within the well water column. Each well volume was measured in the field for pH, conductivity, temperature, turbidity, dissolved oxygen, and oxidation-reduction potential using a YSI-556 multi-parameter water quality meter and a HANNA HI 98703 turbidity meter. Water quality parameters at the time of sampling are presented in Table 4. Mr. Ervin Lane June 30, 2016 Page 2 Sampling Results Environmental Conservation Laboratories, Inc., located in Cary, North Carolina, analyzed the groundwater samples for North Carolina Appendix I volatile organics and Appendix I metals. In accordance with Solid Waste Section guidelines the analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below the Solid Waste Section Limits (SWSLs). All monitoring wells for the Onslow County Subtitle D Landfill had detections of analytes above the MDL with a majority of the detections below the SWSL. These detections were qualified as estimated concentrations and are denoted as “J” flags throughout the laboratory report. “D” flags were also reported, indicating that the sample was analyzed at dilution. The following list indicates analytes detected above the SWSL at each sampling location, “J” flag detections are not included. Underlined analytes exceeded the 15A NCAC 02L .0202 (NC 2L) Groundwater Quality Standard, Groundwater Protection Standard, or the 15A NCAC 02B (NC 2B) Surface Water Quality Standard for Class C Waters. A complete summary of all detected and estimated concentrations for this and previous events is presented in Table 5. The laboratory data report is provided in Appendix A. The “J” flag constituents above the standards along with the location are listed below: Cobalt: MW-2, -2a, -7, and -8 Vanadium: MW-1, -1a, -2, -2a, -3, -4, -5, -6, -7, -8, and -8a Mr. Ervin Lane June 30, 2016 Page 4 No compounds were detected in the trip blank. A duplicate sample, labeled DUP, was collected from MW-1a and had similar concentrations to the MW-1a sample, with the exception of arsenic and vanadium. Both compounds were detected in the duplicate sample but not the parent sample. The arsenic detection exceeded the NC 2L Standard and vanadium was detected above the Groundwater Protection Standard. A summary of NC 2L, Groundwater Protection, and NC 2B exceedances for the Subtitle D and Closed landfills is provided on Figure 2. Metals detected above the standards are likely natural occurring based on concentrations in the background monitoring wells or are from elevated turbidity at the time of sample collection. These concentrations will be statistically evaluated as part of an alternate source demonstration (ASD). The ASD will be submitted in the fall of 2016 following the completion of the semi-annual sampling event. Table 6 presents a summary of all parameters detected during the May 2016 sampling event that exceeded the NC 2L or Groundwater Protection Standards. Onslow County will continue with the detection monitoring program. Landfill Gas Monitoring The approved landfill gas monitoring network consists of the following wells: M-1, -2, -3, -4, -5, -6, and -7. Site structures that are monitored on the property include the scale house, administration building, materials recycling facility, storage building, maintenance shop, and leachate storage tanks. Quarterly landfill gas monitoring of the Subtitle D Landfill was completed on January 6 and May 2, 2016, using a GEM 2000 Plus landfill gas analyzer. No methane or hydrogen sulfide was detected in any monitoring wells or site structures during either event. Copies of the quarterly landfill gas monitoring results and GEM 2000 Plus calibration data have been placed in the landfill operating record and are provided in Appendix B.
