Northampton County Landfill March 2016 Groundwater Monitoring Report May 2016 Page 1 1.0 INTRODUCTION The closed, unlined Northampton County Landfill, Solid Waste Permit # 66-01, is required to perform semi-annual groundwater monitoring in accordance with Solid Waste Section Rule 15A NCAC 13B.0544. This location presently serves as a convenience center for county citizens where the County collects white goods, used oil, shingles, electronics, used pesticide containers and used tires. A pre-regulatory landfill (Jackson Refuse Disposal NONCD0000469) is located to the northwest, accessible by an unpaved road from the northwestern portion of the landfill. Northampton County owns the undeveloped property adjacent to the landfill on the north and west. This report presents the results from the groundwater monitoring event performed March 16, 2016 by Smith Gardner, Inc. (S+G) personnel; and includes laboratory analyses, summary tables and a potentiometric map. 2.0 SITE GEOLOGY The Northampton County Landfill is located north of the Town of Jackson, NC in the Inner Coastal Plain Physiographic Province. According to the 1985 Geologic Map of North Carolina, the Northampton County Landfill is located in an area underlain by the undivided Yorktown and Duplin Formations. The Geology of the Carolinas1 describes both the Yorktown and the Duplin as marine sediments and shelly sands over a thick blue-gray clay confining unit. Available boring logs indicate silty sand at the surface with layers of fat clay generally around 30 and 40 feet below ground surface (bgs). Sand and gravel layers were also present either above or below the fat clay layer. Site surface topography2 generally slopes west/northwest towards a unnamed tributary of Gumberry Swamp. 3.0 SAMPLING LOCATIONS The Northampton County Landfill monitoring network includes 9 groundwater monitoring wells (MW-1, MW-2B, MW-3, MW-3D, MW-4, MW-5, MW-6, MW-7 and MW-8) for the facility. MW-8 was dry this event, therefore unable to be sampled. Available well logs and related well construction information are presented in Appendix A. 4.0 SAMPLING PROCEDURES S+G personnel conducted the monitoring network sampling event on March 16, 2016. Reported sampling methods followed the protocol outlined in the North Carolina Water Quality Monitoring Guidance Document for Solid Waste Facilities (Department of Environmental Quality (NCDEQ), 1 Horton, J. Wright, and Zullo, Victor, A., The Geology of the Carolinas, University of Tennessee Press, 1991. 2 USGS Jackson 7.5 Minute Quadrangle, 2013. The depth to water in each well was gauged to determine groundwater depth then purged three to five well volumes or until dry. Water table elevations are presented in Table 1. Samples were collected in laboratory prepared containers for the specified analytical procedures. Groundwater samples were properly preserved, placed on ice, and transported to the laboratory facility (Prism Laboratories, Inc. NC Certification 402), within the specified hold times for each analysis. 5.0 FIELD AND LABORATORY RESULTS 5.1 Field Results Field measurements for pH, temperature, turbidity and specific conductance were collected for each location sampled during this monitoring event and are included in Table 2. 5.2 Laboratory Analysis Samples were transported to Prism’s laboratory facility in Charlotte, NC under proper chain of custody and analyzed for Appendix I constituents, including metals and volatile organic compounds (VOCs) using the Solid Waste Section (SWS) approved methods indicated on the laboratory report. The laboratory analytical report is included as Appendix B. 5.3 Laboratory Results Analytical results were compared to the NCDWM Solid Waste Section Quantitation Limits (SWSLs)3, 15A NCAC 2L.0200 (2LStandard) and the United States Environmental Protection Agency (EPA) established Federal Maximum Contaminant Limits (MCL) for groundwater samples. Most constituents were reported either below the laboratory established reporting limit (RL) or were laboratory identified “J-values” indicating an estimated or non-quantifiable value. 5.3.1 Inorganic Constituents Barium (MW-6), chromium (MW-1) and lead (MW-3) were the only inorganic parameters detected above their 2L Standards in samples collected this event. The inorganic parameters antimony (MW-3), cobalt (MW-1, MW-2B, MW-3, MW- 4, MW-5, MW-6 and MW-7) and vanadium (MW-1) were reported above their GWP Standards in collected samples. 3 New Guidelines for Electronic Submittal of Environmental Monitoring Data Memo, NCDENR – Solid Waste Section, October 27, 2006 Northampton County Landfill March 2016 Groundwater Monitoring Report May 2016 Page 3 Detected inorganic constituents are presented in Table 3. 5.3.2 Organic Constituents Six organic constituents were detected above their 2L Standards in samples collected this event:  1,4-dichorobenzene (MW-4 and MW-7),  Benzene (MW-2B, MW-3, MW-4, MW-6 and MW-7),  Methylene Chloride (MW-4),  Tetrachloroethene (MW-2B, MW-3D, MW-4, MW-5 and MW-6) and  Vinyl chloride (MW-7) Two parameters (m,p xylenes and o, xylene) were reported in collected samples, however, no 2L Standard exists for those parameters. Detected organic parameters are presented in Table 4. 6.0 GROUNDWATER CHARACTERIZATION A potentiometric surface map was prepared from groundwater elevation data collected during this sampling event. The data indicates that groundwater is generally flowing west away from the landfill. Hydraulic conductivity data is not available for these wells; therefore, groundwater velocities could not be calculated. The potentiometric surface map is provided as Figure 1. 7.0 CONCLUSIONS Spring monitoring event results indicated detected concentrations of both inorganic and organic constituents above the 2L Standard in samples collected during this event. Inorganic constituents are naturally occurring in North Carolina soils, and high sample turbidity influences results to be “biased high” due to these naturally occurring constituents. The organic constituent detections are consistent with historical detections at the site, and are likely due to the proximity of monitoring wells to the edge of waste. The next groundwater monitoring event is scheduled for September 2016. A report with laboratory analysis will be submitted to NCDENR in accordance with 15A NCAC 13B .0544.
