STATUS OF PERMIT:
The Permit to Construct Phase 3 of the CDLF and the Permit to Operate Phase 1, Cell1L-Cell 1 and Phase 2 of the
CDLF was issued on January 27, 2017. The initial, substantial, construction authorized by the Permit to Construct
must commence within 18 months from the issuance date of the permit. The Permit to Operate will expire September
4, 2019.
PURPOSE OF SITE VISIT:

STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a closed MSWLF, a closed CDLF on top of a closed MSWLF, an active CDLF, a yard waste
area, a compost area and a convenience area for residential garbage and recycling.
2. The landfill is permitted to receive solid waste generated within the following North Carolina counties: Cabarrus
and counties contiguous to Cabarrus County (Iredell, Rowan, Stanly, Union and Mecklenburg).
3. Proper signage was observed at the entrance of the facility.
4. The facility is secured by a locked gate at the facility entrance.
5. Access roads are of all-weather construction.
Operations Inspection of the CDLF:
6. The facility was working in Phase 2 of the CDLF.
7. The facility currently accepts 50 tons of C&D waste per day.
8. The working face was small and well controlled.
9. No unacceptable waste was observed.
10. Edge of waste markers were being maintained.
11. Windblown waste was being collected during the inspection.
12. Good vegetative cover was observed on inactive areas.
Operations Inspection of the Treatment and Processing Area:
13. No unacceptable waste was observed.
14. Grinding of the yard waste was being conducted during the inspection.
Operations Inspection of the Scrap Tire Area:
15. Tires are collected in a covered trailer and being stored properly.
Operations Inspection of the White Good Area:
16. White goods containing Freon are separated from other metals and stored in an upright manner.
Records Review:
17. Reviewed permit, operations plan, soil cover log, weekly inspection records, scrap tire certification forms, training
records, quarterly methane monitoring records and random inspection records (1 per week).
18. Semi-annual groundwater and surface water sampling for May 2016 was reviewed. The second semi-annual
sampling event was conducted in October 2016.
19. Please ensure that landfill gas monitoring also includes hydrogen sulfide as required in the Permit to Operate,
Attachment 4, Conditions for Closure, Part 1: General Facility, Permit Condition Number 13.
