STATUS OF PERMIT:
Amendment 12 for the Permit to Construct and Operate Phase 3-Cell 2I & Phase 1-Vertical was issued on February 8,
2013. The Permit shall expire on February 8, 2018.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a MSWLF and a drop-off convenience area for residential waste.
2. The facility is permitted to receive solid waste generated from within the City of Concord, Cabarrus County, the State
of North Carolina and the following counties in the State of South Carolina: Cherokee, York, Lancaster, Chesterfield
and Chester.
3. Proper signage was observed at the entrance of the facility.
Operations Inspection of the MSWLF:
4. Waste was being placed in the Phase 1-vertical expansion.
5. The facility utilizes one tipper.
6. The working face appeared to be restricted to the smallest area feasible and compacted.
7. No unacceptable waste was observed.
8. Windblown litter was severe due to high wind conditions. However, the windblown litter was observed being
collected during the inspection by a 5 to 6-person crew.
9. The facility is permitted to use automobile shredder fluff mixed with soil, petroleum contaminated soil, tarps and
foundry sand as alternative cover material.
10. Partial closure of 15.2 acres located over a portion of the eastern side slope of Cells 2E, 2F, 2G and 2H has been
completed.
11. Additional gas extraction wells were being installed in Cell 1B-2G. The waste removed to install the extraction wells
and piping is hauled to the current working face or placed back in the area and recovered.
12. The groundwater and gas monitoring wells that were observed were locked and labeled.
13. Edge of waste markers were being maintained.
14. Access roads were well maintained.
15. The facility soil borrow area was observed.
16. The leachate storage lagoon had adequate freeboard space. Additional treatment is available in the leachate pre-
treatment facility located adjacent to the leachate lagoon.
17. Per facility personnel, areas of the landfill were seeded in the fall of 2016. Take measures to ensure that areas where
seed did not germinate are reseeded to provide a vegetative cover sufficient to restrain erosion.
Records Review:
18. Reviewed the permit, operations plan, monthly facility inspections, weekly leachate collection and pumping system
inspection, training records, waste determination records, random inspection records (4 regular waste inspections and
1 special waste inspection per day), quarterly methane monitoring records and the alternative cover material leachate
monthly sampling reports.
19. Semi-annual groundwater, surface water and leachate monitoring were conducted in April 2016 and October 2016.
20. 503,284gallons of leachate was discharged to the Rocky River Waste Water Treatment Plant in February 2017.
