Mr. Creighton,

The Division of Waste Management, Solid Waste Section (Section) has received the application
submittals titled Waste Excavation Management and Cover Plan (DIN 27791) and City of
Asheville Zoning Approval Letter (DIN 27951) regarding the construction of a new transfer station
building at the above referenced facility. The application submittals were received in the Asheville
Regional Office on May 16, 2017 and June 14, 2017, respectively.

The application submittals have been reviewed for completeness in accordance with General
Statute 130A-295.8(e). A determination of completeness means that the application includes all
required components but does not mean the required components provide all of the information
that is required for the Section to make a decision on the application. All components required by
Rule 15A NCAC 13B.0401(2) have been submitted so the application is deemed complete.
