(Wastes) i. The second and forth paragraphs of this section describe the waste screening to identify the unacceptable waste streams or hazardous waste/material that might be received at this facility. Has the employee (s) conducting the waste screening be trained according to NCGS 130A 295.25? Please clarify. ii. The Facility Compliance Inspection Report (Audit Report) dated August 16, 2016 reported that the facility collected re-chargeable batteries. Please add the waste to the acceptable waste stream at this facility if the County plans to collect this waste stream at this facility in the next 5 years. Please also add a subsection to describe the site-specific operation/practice requirements including, but not limited to, the on-site storage location, the features of the storage unit – on the concrete pad, wooden pallet, or inside a trailer, etc. with or without housing/covered structure, and the contact info of an off-site recycling or disposal facility. 2 2. (Scrap Tire Collection and Storage) i. Pursuant to Rules 15A NCAC 13B .1106(b) and (d)(6), the County must state the maximum number of tires which will be stored at this facility (yard area or inside the building) at any time, number of tires per month (30,000/month per Audit Report), and service area. ii. The section should state that the County operates the tire collection unit at this facility must comply with Rules 15A NCAC 13B .1106 and .1107. iii. The County stores collected tires in trailers outside the building. In this section please state that the trailers shall be covered upon receipt with a water shedding material and kept free of grass, underbrush, and other potentially flammable vegetable at all time according to Rules 15A NCAC 13B .1107(2)(c) & (h). 3. Please state the site closure requirements according to Rule 15A NCAC 13B .1109(b). 4. Please provide a site layout plan to show each storage unit including buildings, the gate/fencing, drainage features & BMPs of the erosion & sediment controls, and plant roadway, etc. Please submit an electronic copy of the responses to the above-mentioned comments, which should be incorporated into the final permit application. Scrap Tire and White Goods Collection Facility 1 Policy & Procedures Manual Guilford County, North Carolina March 2017 POLICY & PROCEDURES Background The purpose of this manual is to identify protocols for the overall operation and the operations of the programs at the Guilford County Scrap Tire and White Goods Collection Facility (Facility). This Policy & Procedures Manual provides details of these protocols which shall be followed for each specific program operated through the Facility. Staff are required to wear all applicable County issued Personal Protective Equipment (PPE) at all times. No scavenging is permitted at the Facility. Owner Information Guilford County (County) is the owner of the Facility and employs operators to manage the Facility. The operation of the trailers and transportation of tires is currently handled at the Facility by an independent third party contracted by the County. Facility Information The Facility’s physical address is: Guilford County Scrap Tire and White Goods Collection Facility 2138 Bishop Road Greensboro, NC 27406 Telephone/Fax Number: (336) 294-9431 The Facility’s mailing address is: Guilford County Scrap Tire and White Goods Collection Facility Attention: Clyde Harding Planning & Development Department 400 West Market Street, Independence Center Greensboro, NC 27401 Scrap Tire and White Goods Collection Facility 2 Policy & Procedures Manual Guilford County, North Carolina March 2017 Hours of Operation The Facility is currently open for operation between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday. The Facility permit allows for extending hours of operation up to 8:00 p.m., Monday through Friday, and may also be open on Saturdays from as early as 7:00 a.m. to as late as 5:00 p.m. The Facility will be closed on Sundays except where prior permission has been given to receive waste for special instances such as a natural disaster. Currently, the observed holidays are New Year's Day, Martin Luther King Jr. Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans’ Day, Thanksgiving Day, the day after Thanksgiving Day and Christmas Day. Observed holidays will vary, based on the decisions of the Board of County Commissioners. Special notices are posted at the Facility office and loading dock advising users of observed holidays. Such notices are posted at least one week in advance of the holiday. An attendant is present at the site during the hours of operation. A sign indicating the hours of operation is posted at the entrance. Access to the site is controlled through the use of fences and gates. Wastes The Facility will accept scrap tires and white goods (waste) for which it was originally permitted by the North Carolina Department of Environmental Quality (NCDEQ), Solid Waste Section, to receive. The Facility also serves as a drop-off site for electronics and commingled recyclable materials. In addition, the Facility may establish a drop-off site for the collection of MSW and commingled and/or source separated recyclable materials, such as textiles and rechargeable and lead acid batteries, onsite. Any materials which pose health hazards, cause fires, or which could impact negatively on the environment are deemed unacceptable. Signs are conspicuously posted informing users of unloading procedures, the type of waste the facility is permitted to receive, as well as those wastes banned from collection at the Facility, and indicating the location of the disposal area. However, from time to time, the Facility may host a community clean-up, household hazardous waste and/or electronics waste collection event. Prior to such an event, a Temporary Event permit will be obtained from the NCDEQ Solid Waste Section, as required. The following materials are currently being collected at the Facility:  Scrap Tires – With or without rims  White Goods – Appliances including: washing machines, dryers, refrigerators, freezers, water heaters, air conditioners, stoves, and dishwashers  Electronics – Computer equipment, televisions, cell phones, electronic games and toys, re- chargeable batteries, microwaves and other electrical and electronic products containing a microchip or plug. The rechargeable batteries will be secured with the laptops and CPUs in the workshop and will be recycled with the other electronics at Synergy Recycling.  Commingled Recyclables – Plastic bottles and jugs, aluminum and steel cans, newspapers, chipboard, cardboard, glass bottles and jars Scrap Tire and White Goods Collection Facility 3 Policy & Procedures Manual Guilford County, North Carolina March 2017 A trained and knowledgeable operator must be on-site during operating hours to assure that operations are in accordance with the permit and the approved operation plan. A vehicle spotter directs incoming traffic to the proper location to unload materials. The primary function of the vehicle spotter is to prevent unloading in areas that are not designated for unloading and to visually inspect all loads to assure compliance with posted operating rules. Unacceptable waste (yard waste, liquid waste, C&D debris, LCID materials, etc.) that escapes the initial screening and is dumped on the floor will be removed immediately by the driver of the vehicle or by the County with the cost of the removal charged to the owner of the vehicle involved. Any vehicle owner or operator who knowingly dumps unacceptable waste may be barred from using the Facility. All construction and demolition (C&D) debris will be directed to a permitted C&D facility. If C&D debris escapes the initial screening, the C&D debris may be placed in a dumpster for transport to a permitted C&D facility. Yard waste shall be directed to a permitted facility, and shall not be commingled with the normal waste stream. Waste resulting from operation of the Facility is collected and taken to the Republic Services Bishop Road Transfer Station. Fire Safety No smoking is permitted at the Facility. No operations involving the use of open flames, blowtorches, or highly flammable substances shall be conducted within 50 feet of a scrap tire pile. A fire safety survey shall be conducted annually by local fire protection authorities or other persons as approved by the NCDEQ. The scrap tire storage area shall be kept free of grass, underbrush, and other potentially flammable vegetation at all times. An Emergency Preparedness Manual shall be kept at the site. The manual shall be updated at least once a year, upon changes in operations at the site, or as required by the NCDEQ. Refer to the Emergency Preparedness Manual found at the end of the Operations Plan in Appendix B. The operator of the Facility shall immediately notify the NCDEQ in the event of a fire or other emergency if that emergency has potential off-site effects. Within two weeks of any emergency involving potential off-site impact, the operator of the site shall submit to NCDEQ a written report describing the cause(s) of the emergency, actions taken to deal with the emergency, results of the actions taken, and an analysis of the success or failure of these actions. Procedures for Accepting Scrap Tires Prior to unloading scrap tires, the following steps must be taken: 1. Obtain a completed scrap tire certification, including original signatures and all information requested in Parts I and II for every customer disposing of scrap tires. 2. Verify the customer’s eligibility for free tire disposal: o Merchant Certificate of Registration (NCDOR) or other state-issued business license; o E500G Scrap Tire Disposal Tax Form (current period); o Verify tires are generated during the normal course of doing business: Scrap Tire and White Goods Collection Facility 4 Policy & Procedures Manual Guilford County, North Carolina March 2017  as a result of retail sales;  as a result of fleet operations;  as a result of crushing vehicles (scrapyards must present crush receipts, dated within 120 days of disposal date, vehicle titles or a log of crushed cars including VIN); o Verify that a resident is disposing of 5 or fewer tires – a one-time exemption; o Verify that farmers qualify as a bona fide farm (active farm operation of 10 or more acres) and are disposing of less than 250 tires; o Verify tires originated in the State of North Carolina. 3. Verify that the scrap tire hauler holds a current hauler registration issued by the State of North Carolina. Carefully count the scrap tires as they are unloaded and ensure that the number of tires accepted equals or does not exceed the number of tires indicated on the scrap tire certification. If there is an overage, either remaining tires are taken away by the customer or the disposal fees paid. If disposal fees are required to be paid, the customer must present cash or check covering those fees, based on the following rate schedule:  $.82 per passenger vehicle tire;  $4.19 per standard heavy truck tire;  $.0364 per pound for oversize or off-road tires. Follow Cash Box Procedures for accepting payment and present the customer with a cash receipt prior to their departure. After unloading the tires and verifying the count, sign and date Part III of the scrap tire certification form and place it on the clipboard. Commercial customers and farmers are responsible for unloading their own tires. Facility staff may assist residents with unloading tires as needed. Scrap Tire Collection and Storage Scrap tires that are collected are placed in covered trailers as they arrive at the Facility. However, if a trailer is unavailable, the scrap tires will be stored under the building canopy near the loading area. Scrap tires will be stored at the Facility utilizing the trailers at the loading dock. As trailers are filled, they are removed and replaced by Central Carolina Tire Disposal (CCTD). Mosquitoes and rodents shall be controlled so as to protect the public health and welfare. Whole and sliced scrap tires, and other scrap tires capable of holding water shall be covered upon receipt with a water shedding material or disposed of, processed or removed from the site within ten days of receipt. Sliced scrap tires stacked concave-side down are not required to be covered. The scrap tire storage area(s) within the scrap tire collection site shall be kept free of grass, underbrush, and other potentially flammable vegetation at all times. If tires are received at the Facility on rims, the rims may be removed at the Facility and stored in a roll-off container which, when filled, is taken to a local metal recycler where the rims are marketed. Rims may also be removed at a satellite location then returned to the Facility and placed in the roll-off container. Scrap Tire and White Goods Collection Facility 5 Policy & Procedures Manual Guilford County, North Carolina March 2017 The maximum number of tires stored at one time is 60,000. Monthly total received is approximately 30,000 tires. Current service area is the following counties: Guilford, Alamance, Cabarrus, Davidson, Forsyth, Mecklenburg, Rowan, and Wake. Guilford County operates the Facility in accordance with Rules 15A NCAC 13B .1106 and .1107. If necessary, Guilford County will follow the site closure requirements under 15A NCAC 13B .1109(b) as follows: In closing any scrap tire site the owner or operator shall: (1) Prevent public access to the site; (2) Post a notice indicating the site is closed and the nearest permitted site where scrap tires can be deposited; (3) Notify the Division of the closing and obtain Departmental approval of the plan to remove tires prior to tire removal; (4) Remove all scrap tires, processed tires and residuals to a waste tire processing facility, solid waste management facility permitted to accept scrap tires or processed tires, a legitimate user of processed tires, or other facility approved by the Division; (5) Remove any solid waste to a permitted solid waste management facility; (6) Provide documentation that tires were received by approved facility; and (7) Notify the Department when closure is complete. Cash Box Procedures  Fees are collected only for the disposal of ineligible scrap tires and according to the rate schedule detailed above. The only forms of payment accepted at the Facility are cash and checks.  When accepting payment, fill out a cash receipt and transfer the customer’s name and address to the receipt form. Itemize the transaction, indicating the number of tires paid for at the applicable rate, and the transaction total.  If payment is made by check, include the check number on the receipt and stamp the back of the check with the County bank information.  If cash is accepted for payment, use the cash box to make correct change, and test all paper bills in denominations of $5 and greater for authenticity using the counterfeit detector pen kept in the cash box.  Provide the white original receipt to the customer.  Attach the pink receipt copy to the scrap tire certification and indicate the receipt number in the upper right corner of the scrap tire certification.  The yellow copy of the receipt remains in the receipt book.  Enter the transaction onto a Daily Cash Receipts Report (DCRR) form, following the example provided; if the DCRR is filled, total the sheet, verify that the cash and checks attached combine to equal the total, sign the sheet and count the cash box to ensure the required $50 is present.  A full DCRR form should be directed to the Environmental Services Program Manager for deposit. In any case, no more than $250 in cash receipts is permitted to be accumulated at the Facility. Scrap Tire and White Goods Collection Facility 6 Policy & Procedures Manual Guilford County, North Carolina March 2017  When the cash receipts and DCRR form are transported from the Facility to the Planning & Development office at 400 West Market Street, the person transporting the money and the person accepting the money must sign the Daily Cash Receipts form that lists the date, amount collected and the amount received. Accuracy of the DCRR is then checked again.  The person that receives the cash and check receipts will then transport them to the Permits Section located on the first floor of the Independence Center and obtain a Guilford County receipt from the Permits Section when the transaction is completed. The receipt number(s) is then listed on the Daily Cash Receipts form.  Cash and check receipts must be secured in a locked drawer if they cannot be transported to the Permits Section immediately. White Goods Collection and Storage All white goods and scrap metals are accepted at the Facility free of charge to County residents and businesses. The Recycling Site Supervisor will determine which, if any, elements of the white goods should be removed by staff for separate handling. Doors must be removed from refrigerators and freezers immediately upon arrival at the Facility. The white goods that arrive at the Facility are inspected to determine if removal of Freon, oil, or other internal substance necessitating special disposal is required. If removal is not required, the white goods are placed into a roll-off container. If removal of an internal substance is required, the white goods are moved to the designated removal area where the Freon, oil, etc., is removed by a certified Facility employee, or stored for removal by a subcontractor. After removal, white goods may be placed into the roll-off container. Electronics Collection and Storage All electronics (anything containing a microchip or having a plug) are accepted at the Facility free of charge from County residents and businesses. Electronics brought to the Facility are inspected, sorted and palletized based on the sorting and stacking guidelines provided by the County’s electronics recycling contractor. Sorted electronics are then stored in a trailer which, when full, is transported to the County’s electronics recycler’s processing facility. The trailer is kept locked to ensure safe disposal for electronics that may contain personal information. Residential Recyclables Residential recyclables (plastic bottles and jugs, rigid plastics, aluminum and steel cans, glass food bottles and jars, cardboard, chipboard and all types of paper) are accepted from County residents and businesses at no charge. When accepting recyclables, ensure that all materials are removed from plastic bags; plastic bags are not permitted in residential recycling. Inspect the load to ensure that all materials are acceptable, and assist the customer with unloading the materials into the designated commingled recyclables container. Scrap Tire and White Goods Collection Facility 7 Policy & Procedures Manual Guilford County, North Carolina March 2017 Customer Assistance and Supplemental Information Staff should assist customers in locating disposal options for materials not accepted at the Facility. The site drains to a sand filter system, located at the eastern side of the property. The sand filter must be maintained to ensure filtration of the stormwater prior to flowing off the property. Site maintenance is performed as needed, based on regular inspections of the site and its structures and devices. Record Keeping Program Records for facility inspections, tonnage, waste generators, and employee training will be maintained at the office of the Guilford County Planning and Development Department, Community Services Division, and made available to the NCDEQ upon request within a reasonable period of time. A copy of the permit with required attachments for the current month (i.e., records of the quantity of scrap tires and processed scrap tires received at the site, stored at the site, and shipped from the site, including name and address of facility; and all certification forms applicable to any scrap tires received, stored, or shipped from the site) will be kept at the Facility. Copies of the Operations Plan will be kept at the Facility and at the office of the Guilford County Planning and Development Department, Environmental Services Division. This Emergency Preparedness Manual has been developed in general accordance with the requirements of North Carolina Administrative Code (NCAC) Title 15.A., Chapter 13, Subchapter 13.B., Section .1107 (regulations). The manual shall be updated at least once a year, upon changes in operations at the site, or as required by the North Carolina Department of Environmental Quality (NCDEQ). The following outlines the procedure to follow during a particular emergency: Fire 1. Notify the site supervisor of the fire. 2. If the site supervisor determines the fire is controllable, follow his instructions. 3. If the site supervisor determines the fire is uncontrollable, evacuate the area immediately using predetermined evacuation paths. The site supervisor will either contact the fire department at 911, or delegate a staff person to contact the fire department. 4. For fire evacuation, employees are to gather at the Facility exit gate; supervisor will account for all employees. Flood 1. Notify the site supervisor of the potential flooding condition. 2. If the site supervisor determines the flood is controllable, follow his instructions. 3. If the site supervisor determines the flood is uncontrollable, evacuate the area imme- diately using predetermined evacuation paths. 4. In a worst case scenario, employees can take refuge in the balcony area of the main facility, provided there is no other threat such as fire or tornado. Listen to NOAA weather alert radio and follow instructions. 2. Notify the site supervisor of weather hazards if observed. 3. In case of hurricane or tornado, proceed to the safe room located in the storage closet at the rear of the building. 4. The site supervisor will account for all personnel and determine when it is safe to return to the work area. Hazardous Waste/Materials 1. Notify the site supervisor of the presence of any questionable materials. 2. The site supervisor will contain the material to the extent safety permits, will ensure that staff and the public are kept away from the material, and will contact the County’s hazardous waste disposal contractor: A & D Environmental and Industrial Services, Inc. 2718 Uwharrie Road Archdale, NC 27263 Telephone: (336) 434-7750 Spill Response Procedures In the event of a spill of a potential storm water pollutant the following steps shall be taken. 1. If possible and safe to do so, take initial steps to stop or minimize the release. 2. Contain with sorbents to prevent the release from discharging into drains, catch basins, or surface waters. 3. Notify site supervisor. 4. Keep all employees and visitors out of the area to minimize potential for accidents. 5. The site supervisor shall assess the situation and determine if an emergency exists. 6. If an emergency exists, notify the following: a. Greensboro Fire Department Hazmat at 911 b. A & D Environmental and Industrial Services, Inc. (336) 434-7750 7. If material is not hazardous or spill determined not an emergency, personnel shall utilize spill equipment to clean up. 8. Repair the problem that allowed the spill to occur. Spill response equipment include: granular absorbent such as Oil-Dri, gloves and safety glasses if needed. Calmly remove yourself from the vicinity and notify site supervisor. Site supervisor will call 911 if appropriate. If an active shooting is in progress, follow the Run, Hide, Fight protocol outlined on the Guilford County website. Call 911 as soon as possible.
