Meadowview Rd., #101 Greensboro, NC 27409 tel: 336/323-0092 fax: 336/323-0093 www.JoyceEngineering.com March 15, 2016 Ms. Jackie Drummond North Carolina Department of Environment and Natural Resources Division of Waste Management, Solid Waste Section 1646 Mail Service Center Raleigh, North Carolina 27699-1646 RE: Notification of Detections above NC 2L or SWS GWPS Standards First Semiannual Sampling Event of 2016 Granville County – Closed Butner Landfill, Permit No. 39-02 JOYCE Project No. 00660.1601.12, Task 07 Dear Ms. Drummond: On behalf of Granville County, Joyce Engineering is submitting this notification of exceedances of 15A-NCAC-2L (NC-2L) groundwater standards at the Granville County – Butner Landfill, Permit No. 39-02, in accordance North Carolina Solid Waste Management Regulations. The first semiannual sampling event of 2016 at the Butner Landfill took place on February 16, 2016. The samples were sent to Pace Analytical Services, Inc. for analysis. Groundwater samples from MW-4, MW-5, MW-6 and the surface water samples were analyzed for Appendix I constituents, and samples from MW-1R, MW-2R, and MW-3R were analyzed for Appendix II Constituents plus MNA parameters and previously detected Appendix I constituents plus MNA parameters. The sample from the performance well NES-1 was sampled for Appendix I VOCs plus MNA parameters. Antimony was reported above the NC 2L standard in MW-2R and MW-3R. Cobalt was reported above the GWPS in MW-2R and MW-5. Preliminary statistical analysis does not indicate statistical increases above the calculated background value for antimony or cobalt. Benzene in MW-2R was reported above the NC 2L Standard at 1.3 µg/L, which is consistent with historical data. In response to the historical exceedances for benzene, Granville County has implemented an approved Corrective Action Plan (CAP), as required by the NC DENR. A complete report documenting the activities and results of the first semiannual compliance monitoring event of 2016 will be submitted to the NC DENR separately.
