HomeMy WebLinkAbout0401_AnsonCountyLF_GWCessReqResp_DIN27827_20170531 May 31, 2017 Sent Via Email – msessions@co.anson.nc.us Mike Sessions Anson County Utilities Director 907 North Washington Street Wadesboro, NC 28170 Re: Groundwater Monitoring Cessation Request Anson County Landfill Permit ID # 0401 Anson County DIN 27827 Dear Mr. Sessions: The Solid Waste Section (Section) has completed a review of the 2016 Annual Water Quality Monitoring Report (DIN 27684) submitted on behalf of Anson County by SCS Engineers, PC (SCS). This was the fifth annual groundwater monitoring report since the Section reduced the sampling frequency from semi-annual to annual on May 16, 2011. Anson County submitted a Groundwater Monitoring Evaluation Report on March 18, 2011 to request groundwater monitoring cessation based on the absence of receptors, Solute Fate Transport Model results, and the historical contaminant concentrations in groundwater. The Section denied the monitoring cessation request due to reported benzene concentrations above the standards established in 15A NCAC 2L (2L Standards) at the time, but reduced the monitoring frequency from semi-annual to annual. There were no volatile organic compounds reported above laboratory reporting limits during the 2016 monitoring event and cobalt was the only inorganic constituent reported above the 2L Standard. As a result, SCS recommended groundwater monitoring cessation at the facility. Due to an exceedance of the 2L Standard, the Section will require continued groundwater monitoring at the facility. Due to an overall decline in contaminant concentrations, the required monitoring frequency will be reduced from annual to biannual. The Section will re-evaluate the need for continued monitoring after the second biannual monitoring event in 2020.
