Dear Mr. Parker:
The NC Solid Waste Section has completed a review of the Response to Landfill Gas Violation document
dated May 18, 2017 (DIN 27830) submitted on your behalf by Anchor QEA for the Closed Jackson County
MSW Landfill, NC Solid Waste Permit Number 5002. The Response to Landfill Gas Violation document was
submitted in response to a methane violation within GP-07 that was documented in the April 13, 2017
Facility Compliance Inspection Report.

On May 10, 2017, landfill gas measurements of all landfill gas monitoring wells at the landfill including
wells outside of the monitoring network (GP-17 and GP-18). Monitoring of the ambient air around GP-07
was also conducted. No methane exceedances were documented during this time. In addition, during
the Winter months, the Green Energy Park was turning the landfill gas flare off intermittently for the
building’s heating system. In the future, this practice will not be conducted, and the landfill gas flare will
be ignited at all times except during the required system maintenance. Finally, the Landfill Gas Monitoring
Plan was updated.

As a result, the Response to Landfill Gas Violation document and the Landfill Gas Monitoring Plan dated
May 2017 are approved as described. If you have any questions or concerns regarding this letter, please
