ADDITIONAL COMMENTS
On March 13, 2016, Liz Patterson met with Jeff Lees and C. Tyrus Clayton, Jr., PE to conduct a site inspection and pre-
operative meeting of the Weeks Sand Pit #2 LCID Landfill located at 20796 N.C. Highway 24-27 in Harnett County to
satisfy the requirements of Permit condition Attachment 2, Part I, Item 3.d.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. The facility has proper signage.
3. The PTO expiration date is September 17, 2020. The permit renewal application due date is March 17, 2019.
4. The facility is properly secured with a locked gate. Personnel are on site during operating hours.
5. The facility is permitted to receive waste generated within Harnett County, Wake County, Johnston County,
Cumberland County, Sampson County, Moore County, and Lee County.
6. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
7. Emptying out concrete mixing trucks within the permitted landfill has stopped.
8. The landfill working face was less than one acre and is being managed properly at this time.
9. Excavation, grading and fill material side slopes shall not exceed three to one (3:1).
10. Stockpiled materials have been moved to areas designated on map in Cell 2 per approved plan and map.
11. Construction of Cell 2 has been completed in accordance to the approved plans submitted to the division.
12. Trucks and equipment have been moved and are not being parked on top of landfill.
13. Access roads are of all-weather construction.
14. Digital pictures were taken during the inspection.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
