This approval will allow Sampson County Disposal, LLC excluding the originally proposed in-situ hydraulic conductivity test (ASTM D 6391) on soil liner from the QA/QC requirements in the course of constructing Phase 3 (including Cells 9, 10 & 11) baseliner system. This change removes the requirement for hydraulic conductivity to be performed in-situ, which is not a requirement of NC DEQ and has not been performed at the facility in prior cells.
