Acetone was detected in trace concentrations in the samples collected from surface water sampling locations SW-1, SW-4, and SW-5. The concentrations of acetone detected are all well below the 15A NCAC 2B surface water quality standard for fresh water aquatic life. Moreover, SW-1 is an upstream sampling location on Coddle Creek at the northeast corner of the site that provides an indication of surface water quality upstream of the site. Acetone is a common laboratory contaminant introduced to samples during preparation for analysis. Given that acetone was detected in the surface water sample collected from upstream sampling location SW-1 at a similar concentration to those reported at sampling locations SW-4 and SW-5, it is possible that acetone detected in the samples is an artifact of sample preparation in the laboratory. In addition, benzene, methyl ethyl ketone (MEK), and methyl isobutyl ketone (MIBK) were detected in the surface water sample collected from sampling location SW-5 at trace concentrations well below the applicable 15A NCAC 2B surface water quality standards for fresh water aquatic life. Various RCRA metals were reported in all of the surface water samples. The estimated concentration of silver reported in the sample collected from surface water sampling location SW-2 slightly exceed the 15A NCAC 2B surface water quality standards for fresh water aquatic life (0.71 µg/L vs. 0.60 µg/L). It is noted, however, that surface water sampling location SW-2 is located on the landfill property, and no exceedances of surface water quality standards for any analytes were observed at sampling location SW-4, which is a downstream sampling location on Coddle Creek at the southeast corner of the site. No other reported concentrations of RCRA metals exceed the applicable 15A NCAC 2B surface water quality standards for fresh water aquatic life. Various RCRA metals were detected in all of the groundwater samples collected from the site monitoring wells on April 6, 2017. Cadmium was reported at a concentration of 3.5 µg/L in the groundwater sample collected from monitoring well MW-7, which slightly exceeds the corresponding 15A NCAC 2L groundwater quality standards of 2.0 µg/L. None of the other RCRA metals were detected in any of the groundwater samples at concentrations exceeding the corresponding 15A NCAC 2L groundwater quality standards. Werner, Hydrogeologist North Carolina Department of Environmental Quality Division of Waste Management Solid Waste Section 1646 Mail Service Center Raleigh, NC 27699-1646 RE: Report of Results Semi-Annual Groundwater and Surface Water Monitoring: April 2017 US Tire Monofill Landfill Concord, Cabarrus County, NC Permit # 13-03 Dear Ms. Werner: This report presents the results of semi-annual groundwater and surface water quality monitoring conducted at the landfill site referenced above (Figure 1) in April 2017. The scope of work performed included sampling and laboratory analysis of groundwater samples from 8 on-site monitoring wells and surface water samples from five on-site locations. It is noted that monitoring well MW-4 was abandoned on January 31, 2011 due to landfill expansion. It is further noted that no groundwater sample was collected from monitoring well MW-2A in April 2017 due to flooding conditions at the time of sampling that encompassed the area of the well. The groundwater and surface water samples were collected in accordance with the NCDEQ, Division of Waste Management (DWM), Solid Waste Section (SWS), Groundwater Monitoring Guidance Document and the facility Water Quality Monitoring Plan. The sampling and data collection methods, as well as the current and historical results of field and laboratory testing of the water samples, are presented in the following sections. 1.0 POTENTIOMETRIC PATTERN AND GROUNDWATER FLOW Groundwater levels were gauged in the site groundwater monitoring wells on April 6, 2017 as part of the site monitoring. Depths to groundwater were measured using an electronic water level probe that was thoroughly decontaminated between wells with a non-phosphate soap and water wash followed in order by multiple rinses with distilled water, an isopropyl alcohol rinse, and multiple distilled water rinses. The locations of the site monitoring wells are depicted in Figure 2. Groundwater elevation data collected at the monitoring wells in April 2017 are presented in Table 1. The depth to groundwater across the site, as measured in the Type II groundwater-monitoring wells, ranged from approximately 2.54 (MW-10) to 39 (MW-1) feet below the tops of the PVC well casings, which is consistent with the surface topography. A water-table elevation contour map that was developed based on the April 6, 2017 groundwater-gauging data for the Type II monitoring wells is presented as Figure 3. The pattern of the water-table contours indicates that the horizontal component of shallow groundwater flow at the site is generally to the northeast toward Coddle Creek, which is consistent with the surface topography and drainage features at the site. The hydraulic gradient of the water table, based on the data depicted in Figure 3, is approximately 0.041 ft./ft. over the west-southwest area of the site and transitions to approximately 0.018 ft./ft. in the east- northeast part of the site near Coddle Creek. 2.0 RESULTS OF GROUNDWATER AND SURFACE WATER SAMPLING AND ANALYSIS Groundwater samples were collected from the site monitoring wells (except MW-2A, as discussed above) and surface water samples were collected from three on-site locations, as well as two locations on Coddle Creek, on April 6, 2017 for laboratory analysis to monitor the quality of groundwater and surface water at the site. The groundwater and surface water samples were collected and handled in accordance with the sampling protocols included in the site Water Quality Monitoring Plan as well as the SWS Groundwater Monitoring Guidance Document. All reusable sampling equipment was properly decontaminated between sampling locations with a non-phosphate soap and water wash, followed by multiple rinses with distilled water. Disposable sampling equipment/material was discarded after each use. The locations of the groundwater monitoring wells at the site are depicted in Figure 2. Prior to groundwater sampling, all monitoring wells, with the exception of MW-1, were purged using Teflon-lined disposable polyethylene tubing connected to a peristaltic pump under low flow conditions. Monitoring well MW-1 was purged and sampled using a 12-volt submersible pump under low-flow conditions. During purging, measurements were made in the field of the pH, temperature, specific conductance and turbidity of the groundwater collected from the monitoring wells, in accordance with SWS requirements. The results of the field analyses of these parameters are presented in Table 1. Copies of Groundwater Sampling Forms containing pertinent information recorded in the field during purging and sampling at each groundwater monitoring well are presented in Appendix A. The results of the field-measured water-quality parameters indicate that the values measured in groundwater collected from the site monitoring wells were generally within the applicable stabilization criteria (see Groundwater Sampling Forms). Groundwater at the site is slightly acidic to neutral based on the pH values measured in the field (5.55 to 6.86). Surface water samples were collected from five locations at the site (SW-1 through SW-5). The sampling locations are depicted in Figure 2. SW-1 is an upstream sampling location on Coddle Creek at the northeast corner of the site; SW-2, SW-3 and SW-5 are sampling locations along site streams that discharge to Coddle Creek; SW-4 is a downstream sampling location on Coddle Creek at the southeast corner of the site. Coddle Creek is classified as a Class C surface water by the NCDEQ Division of Water Quality. All surface water samples were collected in accordance with the protocol presented in the SWS Groundwater Monitoring Guidance Document. All groundwater and surface water samples were analyzed at a North Carolina-certified laboratory for Appendix I volatile organic compounds (VOCs) by SW 846 Method 8260 and the 8 RCRA metals by EPA 6000/7000 series methods. Summarized results of laboratory analyses for groundwater and surface water samples collected from the site on April 6, 2017 are presented in Table 2. Summarized historical groundwater and surface water quality data for the site are presented in Table 3. Copies of the original laboratory reports are included in Appendix B. The laboratory analytical results for the surface water samples collected from the site on April 6. 2017 indicate that acetone was detected in trace concentrations in the samples collected from surface water sampling locations SW-1, SW-4, and SW-5.
