This response also addresses Mr. Ervin’s letter dated April 4, 2017, concerning the Alternate Source Demonstration Addendum submitted on February 21, 2017. On April 28, 2017, JOYCE requested and obtained from Mr. Ervin an extension until May 11, 2017, to submit a response to his April 4, 2017, letter so that our response could incorporate responses to both letters. In your letter, you requested an updated Water Quality Monitoring Plan, an updated Landfill Gas Monitoring Plan, and an updated Operations Plan to be submitted within 60 days of your letter for NCDEQ review and approval, or by May 28, 2017. These Plans are to encompass both Permit Nos. 7901 and 7904. We are respectively requesting an extension to submit these Plans to NCDEQ. As you are aware, the Permit to Operate for Permit No. 7904 expires on August 27, 2018, and a Permit Renewal Application will be submitted to NCDEQ by February 27, 2018. Our specific extension request is to submit the following by August 27, 2017:  A facility drawing showing the locations of all active groundwater wells, surface water monitoring points, and point of discharge from subsurface (French) drain systems at landfill 7901 and 7904.  A facility drawing showing existing landfill gas probes, structures and enclosures at landfill 7901 and 7904.  A facility drawing for at landfill 7901 and 7904 that delineates the limits of all activities located on the capped and closed landfill 7901. A request to use these areas for the activities will accompany the drawing with an explanation of how the closed landfill’s cap’s integrity will be protected while the activities occur. Mr. Larry Frost May 9, 2017 Page 2 of 3 We also request an extension to submit a complete updated Water Quality Monitoring Plan, a complete updated Landfill Gas Monitoring Plan, and a complete updated Operations Plan that encompass the entire facility by February 27, 2018, as part of the Permit Renewal Application. Your letter also requested that the County must ensure that no more than 12 inches of leachate is being stored over the liner by 1) inspecting all leachate collection system (LCS) pumps, controls and level switches for proper function, and 2) cleaning all LCS lines with a high pressure system and inspecting them with an in-line camera. You also requested that all of these inspection results be submitted to NCDEQ. Rockingham County plans to conduct the LCS inspection of all LCS pumps, controls and level switches between July 1 and August 31, 2017. Inspection results will be submitted to NCDEQ within 30 days of completing the inspection and will include conclusions and recommendations. Based on the results of the inspection and if needed, Rockingham County will clean the LCS lines and inspect them with a camera after submitting the LCS component inspection results and before December 31, 2017. You also expressed concern with the leachate evaporation system. The County has already removed the evaporation system from the pond. Rockingham County agrees to cease operation the leachate evaporation system until such time that a Leachate Management Plan that includes its operation is submitted to and approved by NCDEQ. Rockingham County understands that NCDEQ will add the 7901 permit for closure to a facility permit which encompasses both permits during the next modification or amendment of Permit No. 7904. It is anticipated this will occur in 2018 during the renewal of the Permit to Operate. You have requested that engineered plans and specifications be submitted to NCDEQ for approval for the collection and proper disposal of the discharge from Surface Water Monitoring Point (SMP)-5. Our approach focuses on addressing the immediate concern with a temporary solution, such as using a storage tank to collect the flow from the underdrain, to allow sufficient time to conduct a site evaluation to ensure proper design of a concrete sump or other permanent solution. The plans and specifications for the permanent solution will be submitted to NCDEQ for approval. In accordance with Mr. Lane’s letter dated April 4, 2017, we have included a schedule for the landfill gas vent installation and concrete sump/permanent solution construction. The schedule includes installing the temporary solution for the underdrain and the landfill gas vents, and allowing time to observe the test results once the vents are installed, prior to designing the permanent solution for the underdrain. The attached schedule includes preparing the plans and specifications for each activity.
