Four feet of separation is acceptable; requesting clarification that the cross-section in DH-09 correlates with the drawing in DH-08. Drawing DH-03: The groundwater elevation shown for MW-22S is mislabeled or a typo. The remainder of the Design Hydro Report looks good. The six new monitoring wells look adequate to monitor Phase 4, however, we will formally review the Water Quality Monitoring Plan when it is submitted. I have a few other items on my agenda to take care of first but can begin review of the Design Hydro in a few weeks, maybe less. Unless you are aware of any significant hydrogeological changes, I would not expect hydrogeology for Phase 4 to be vastly different than what has already been documented for Phases 1 through 3, in other words, my review should not take too long. You stated that your client is anxious about remaining airspace and would like to get this new cell permitted ASAP, and if that is the case, you can submit everything but the base grades so that we can start reviewing the engineering portions as well. I am a little surprised by your response because we have submitted design hydrogeo reports for other landfill expansions and had them approved before submitting the engineering portions of the PTC applications. This is preferable to us, because if you find any issues with the design hydrogeo which require us to alter proposed base grades, we will need to completely revise all of the engineering plans. Such revisions are costly and can be avoided by waiting until the Design Hydrogeo is approved before we finalize the engineering plans. This has not been an issue in the past; in fact, I was under the impression that the NCDEQ preferred to keep them separate. Please let me know if you are willing to consider this option. Once we have received all portions of the PTC application we can begin to process and review the various reports.
