If you want to maintain a permit, even if on inactive status, you must submit the request to Tony Gallagher, Composting & Land Application Branch Head by May 15, 2017. PURPOSE OF SITE VISIT: Routine/Permitting Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: N/A FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility is a Small Type III Solid Waste Compost Facility, which was operated as Composting Pilot Project (SWCD-95-01) prior to the issuance of the permit. The compost facility is operated to compost dewatered septage, including and grease septage. 2. The facility is at the same location as a permitted Septage Detention and Treatment Facility (Permit SDTF-95-01). The two facilities share the same entrance/gate and access roads. 3. No odors were detected at the entrance and property lines. 4. There was no compost in the curing bays. According to the company, no composting is currently be done at this time. De-watered septage (including grease septage) is mixed with wood chips and temporarily stored on a pile before final disposal at the foothill landfill (NC Solid Waste Permit No. 14-03). 5. Leachate is still being generated from the storage pile even though composting is not being done. No leachate was observed leaving the area. The leachate collection and pumping system must be kept in good working order even if no compost is being produced. 6. There was no evidence of erosion or movement of silt or contaminants from the site. 7. The access road was well maintained with a locked gate. A “NO TRESPASSING” sign was posted at the site entrance. 8. Facility setbacks were maintained from exterior property lines. No changes were observed compared to the previous inspection regarding setbacks. The Septage Detention and Treatment Facility and the compost facility operate on two adjoining properties owned by the each of the permit holders. The property line was addressed in the original permitting action. 9. Disposal records from Foothills Landfill were reviewed and appeared to be in order. 10. Since this facility is not being actively used for composting, the facility can request that the permit inactive provided the following is steps are done: a. Triple T Pumping must provide notification in writing that the facility wishes to become inactive, b. The storage pile must be located within the boundaries of the concrete pad, c. A written schedule for the removal of the de-watered septage (including grease septage) mixed with wood chips must be developed. The removal schedule must be at the very least once per week, but can be done more often. The schedule must be sent by April 17, 2017 to: Tony Gallagher, Composting & Land Application Head 1646 Mail Service Center Raleigh, NC 27699 or tony.gallagher@ncdenr.gov The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. A Follow-up inspection by the Solid Waste Section will be scheduled after the written schedule is approved. e. A written notification will be required no less than one month before composting may resume. 11. The 2016-2017 facility annual report will still be required even if no composting has been done during that time frame.
