No Permit Required. PURPOSE OF SITE VISIT: Complaint & Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS; 01 – This facility site inspection was done due to a complaint and to perform a partial facility compliance inspection that was due. 02 – The complaint was that the town of Stantonsburg was dumping Waste Water (WW) from the town’s WW treatment plant at this yard waste facility. 03 – Upon inspection of this facility, no evidence of WW dumping was observed. 04 – There were other issues that need to be addressed at this facility noted below. 05 – This facility has waste scattered all over the site. No windrowing of Yard Waste for compost. Need to start windrowing and turning for compost. 06 – There was Treated lumber and pole scattered on the site. 07 – Plastic bags with leaves scattered on this site. 08 – Asphalt shingles observed in several piles. 09 – Concrete and Asphalt from road work scattered on the site. 10 – Automobile parts were found in 1 pile. 11 – Wire fencing was found in 1 area. 12 – This facility has a metal swing gate that locks and has No Trespassing sign. 13 – Need to keep the gate locked to prevent the public from dumping. 14 – Need to remove items that are note listed on your notification, leaves, grass clippings, tree limbs, tree stumps, stump grindings, shrub clippings, etc. 15 – Gave a copy of rules and other Yard Waste information to Eddie Evans, the onsite representative for this facility inspection conducted on March 30, 2017. 16 – A follow-up facility inspection will be conducted within 30 days to monitor the progress made for compliance of this facility. 17 – Digital pictures taken and some attached.
