Box 132 Wentworth, NC 27375 PARTICIPANTS: Martie Neugent, Landfill Supervisor – Rockingham County Larry Frost, Permitting Engineer – Solid Waste Section Susan Heim, Environmental Senior Specialist – Solid Waste Section STATUS OF PERMIT: 7901 is a closed, unlined MSW landfill comprised of five sections: Areas I, II and IV ceased accepting waste in October 1991; Area III ceased accepting waste prior to October 1993; Area V ceased accepting waste in July 1995. All five areas were closed in July 1995. No closure permit or post-closure plan is on file for this facility. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS 1. This landfill is a closed, unlined MSW landfill comprised of 5 areas: a. Area I is closest to the scale house and currently serves as a convenience area for residents and a storage area for roll-off containers; b. Area II is directly south of Area I on the opposite side of the paved access roadway, currently serves as a storage area for processed wood waste and contains a number of passive landfill gas vents; c. Area III is the largest of the closed sections of the landfill and is situated due east of Area I; d. Area IV is located due west of Area II and is currently in use as a collection area for wood waste, scrap tires, white goods and inert debris and is also occupied by a metal building that serves as a shop and storage area for equipment; and, e. Area V is located to due east of Area IV. Site Map FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 5 2. No closure permit was on file with the Solid Waste Section or with the facility. Mr. Frost discussed his intention to open the permit for the active landfill (Permit #7904) and include a closure permit in it. 3. The convenience site on Area I features a gravel roadway that provides access to a series of concrete pads with loading areas built below that house roll-off containers where residents drop off waste, residential recyclables and electronics. 4. Also on Area I, to the east of the convenience center’s access driveway, is a grassy area used for the storage of roll- off containers. 5. The processed wood waste, currently stored on Area II, will be removed by the grinding contractor when the wood waste being collected on Area IV is processed and removed. 6. The collection area atop Area IV includes a large concrete pad where white goods are stored upright awaiting CFC removal, and at the southern end of which a concrete loading area was constructed for scrap tire collection. The inert debris collection area is situated atop a gravel pad, and the wood waste collection area is situated on top of the landfill’s vegetative cover. 7. Along the exit roadway southeast of the scale house an atop Area I, an unprotected, unidentified well was observed (see photo below). The well was surrounded by a steel frame to reduce the risk of contact by equipment. Provide information to the Solid Waste Section regarding the well type and whether it is active or has been abandoned. 8. Also in this area atop Area I, trash, including several scrap tires, rolled roofing and miscellaneous plastics, was observed. Remove trash from this area and ensure its proper disposal. 9. During this inspection, a large washed out area located on the south slope of Area II was pointed out by Mr. Neugent. A piece of drain line, approximately 20’ in length, had ruptured and caused a void approximately 6’ wide and 20’ long, perpendicular to the slope. Mr. Frost conferred with Mr. Neugent about the benefit to using plastic pipe to make the repairs, and Mr. Neugent stated that he would complete repairs as soon as the new pipe was received. No uncovered waste was visible in the hole. 10. The closed unlined MSW landfill is included in the groundwater and methane monitoring systems that cover the active MSW landfill. Groundwater monitoring is conducted semi-annually and methane monitoring is conducted quarterly, as required. Copies of these monitoring reports were reviewed and verified during the December 13 and 16, 2016 inspection of the active landfill (Permit # 7904). 11. All groundwater monitoring wells were observed during this inspection. Maintenance is currently underway to ensure that all wells are properly tagged and cover locks and hinges are in good repair and functioning properly. 12. The inspection of the groundwater monitoring wells revealed that the current groundwater monitoring plan is not up to date. A comprehensive groundwater monitoring plan will be required as a part of the renewal request for Permit #79-04, which must be submitted prior to February 27, 2018. 13. Some of the landfill gas wells were also observed during this inspection and, as a result, the current landfill gas monitoring plan was also determined to be out of date. Therefore, a comprehensive landfill gas monitoring plan will be required as a part of the next renewal request for Permit #79-04 as well. 14. Tree removal was taking place on the southern slope of Area IV at the time of this inspection. Mr. Neugent explained that a contractor had been hired to remove trees and woody growth from this area of the landfill. He stated that tree removal would continue in other closed areas in future budget years. a. Ensure that tree removal is conducted with the utmost attention given to maintaining the integrity of the landfill cap. Any damage should be repaired and compacted immediately and seeded as soon as practical. Additional guidance is available upon request. b. Please provide a copy of your plan/schedule for the removal of trees from the remaining closed landfill areas to Mr. Frost for review. 15. Permanent edge of waste markers were observed to be in place at all closed areas of the facility. On the south slope of Area II, the edge of waste markers had been placed in a line running down the slope and back up the slope again, forming a “V” around what appeared to be large boulders. Mr. Neugent explained that the boulders were actually very large blocks of concrete, some of which were painted, that had been dumped down the slope to stabilize it sometime back in the 1970’s or 1980. He added that the landfill had been a series of trenches that had run parallel to the slope until the last trench, which was dug perpendicular to the slope. At some point, the slope failed and the concrete had been used to stabilize it. The slope was observed to be steep and covered with large, mature trees. Please provide copies of any records, drawings and historical information explaining the basis for the placement of the permanent edge of waste markers on the closed landfill areas and specifically the irregular line on the south slope of Area II; and, b. Please clarify whether the mature trees growing on the south slope of Area II are located within the waste disposal boundary. 16. Future activities located on top of closed landfills must receive prior approval from the Solid Waste Section. Ruptured storm water pipe and washout damage.
