The approved waste footprint for Cell 1 is 15.5 acres which comprise of 8.3-acre Cell 1A and 7.2-acre Cell 1B. Please confirm the constructed acreage for Cell 1 in the CQA Report: Section 1.1 states the Cell 1A is 8.3 acres and Cell 1B is 7.1 acres. Section 3.1 states the waste footprint for Cell 1 is 15.3 acres. What are the final constructed acreages for Cell 1A & Cell 1B according to the final as-built survey results? Several acres of land can’t be developed for the landfill Cell 1 due to protection of the buffer of the guy wire anchor, please also provide the acreage of the land ceding to the buffer. 2. Appendix C-4 i. (Secondary Geomembrane Liner - Geomembrane Seam Pressure Test Log - Line Number 3) The final pressure of 39 psi is higher than initial pressure of 30 psi in the tested seam connecting S-15 & S-16 is likely a typo. Please provide the correct test result. ii. (Primary Geomembrane Liner – Geomembrane Seam Log) The destructive sample DP-30 was collected in the seam connecting panels P86 & P87, not in the seam connecting panels P59 & P60 as shown in the log (Line Number 1) dated 01/06/2017. Please revise the log accordingly. iii. (Secondary Geomembrane Liner - Geomembrane Seam Pressure Test Log) a. The seam log documented that the primary liner panels were seamed to the secondary liner panels. But the Geomembrane Seam Pressure Test Log doesn’t provide the pressure test results on the seams connecting the primary and secondary liners. b. The pressure test on the seam connecting panels 32 & 82 is not available in the log. 3. Appendix C-5 i. The location of sample DC-34 is not available on the as-build drawing of the Secondary Geomembrane Liner. 4. Appendix J i. The alignments of the installed LCS and LDS piping must be shown the as-built drawings. ii. (Drawing 3 of 3) The elevations /topo on the north corner, around the survey points 9687, 9719, 9717, 9761, & 9760 are likely incorrect. Please provide the responses to the comments. The CQA report (hard copy and an electronic copy) was received ion 03/10/17 and uploaded to the system on 03/13/17 with a DIN 27507. I am currently reviewing the document and found few typos and expect to wrap up the review by next week. I am doing multiple tasks for the past several weeks so forgot to send out the e-mail of acknowledging of receipt. This Monday I also sent out the email message to Mr. John Workman with WM asking the submittal of financial assurance mechanism to Ms. Sarah Rice ASAP. My supervisor, Mr. Ed Mussler is scheduled to take 3-week vacation in mid-April. I try to issue the PTO for Cell 1B in the first week of April. Have a wonderful day. Ming Chao Ming-Tai Chao, P.E. I (some other folks in the building too) had a bad experience before, a package delivered to me by Fed Exp and arrived and signed by someone else in the Green Square Office but got lost and never being found. The person who signed the delivery said the package was placed in the front desk, and the secretary in the Section was never being notified to pickup the package. It is much safe to go the mail center, if the package get lost, I at least can find out who lost my package. Sorry to let you read my complaint, but the person in the front desk of the building are not always the person being trained to handle the delivery; they are volunteers to step-in while the person in charge of the front desk must be rotated for a break or personal leave.
