All photos were taken by Lee Hill on February 27, 2017. 2. The facility is owned by Haywood County and is operated by Consolidated Waste Services. 3. The service area for the facility is Haywood County. 4. Waste that is received at the transfer station is transported to the White Oak Landfill (permit number 44-07) in Waynesville, NC for disposal. 5. The facility is open Monday through Saturday 7:00am to 5:00pm. Records Review 6. The current operations plan and permit were available for review upon request. 7. Scrap tire forms from February 1, 2017 to February 27, 2017 were reviewed and appeared to be filled out correctly. Scrap tire forms are taken to the county offices in Waynesville at the conclusion of each month. 8. Tonnage records from October 1, 2016 to February 25, 2017 were reviewed. The facility received an average of 65 tons of waste during that period. 9. Waste screening forms from August 1, 2016 to February 25, 2016 were reviewed. The majority of the waste screenings reported the weight of the waste between 100 and 500 pounds. The Operations Plan does not specify a percentage or weight of waste that must be screened; however, it is recommended that larger trucks/loads be screened get a good representation of the waste stream. 10. Scott Welch (expires 03/05/2018) Operations Inspection of Transfer Station (4408) 11. The transfer station directs large loads directly to the tipping floor. Citizens and small haulers directed to the southeast side of the building and dump material over a tipping wall. 12. The tipping floor of the facility slopes to the center where the floor drains are located. The drains were observed and appeared to be functioning properly. The leachate drains are connected to a tank with sump pump that is connected to the sanitary sewer system. 13. No unapproved waste was observed on the tipping floor at the time of inspection. A small amount of waste was observed on conveyor for inactive waste baler system. Please ensure that all material is cleaned from the conveyor at the end of each day. 14. Minimal windblown waste was observed around the transfer building and is well managed in this area. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Waste is packed in rear load and top load trailers and taken to the Haywood County Landfill in Waynesville for final disposal. 16. The tipping floor was observed and appeared to be in good condition at the time of inspection. Operations Inspection of Electronics & Baling Area 17. Electronics are collected in a building to the northwest of the scale house. 18. Electronics are sorted, palletized or placed in Gaylord boxes for shipment. Televisions are sent to CompuPoint USA, LLC in Norcross, Ga for recycling. Computers and peripherals are sent to Broadband Solutions in Asheville, NC for recycling. 19. The facility collects fiber at the county convenience sites and bales the material. The baled fiber is sent to Maslow Company, Inc. in Charlotte, NC, Carolina Recycling and Consulting in Matthews, NC or Carolina Fiber in Greensboro, NC for recycling. 20. The facility collects and bales rigid plastic for recycling. The baled material is sent to Universal Commodity Services in Brooklyn, NY for recycling. 21. This area was well managed at the time of inspection. Operations Inspection of White Goods Collection Area 22. Scrap metal and white goods are collected on a concrete pad, loaded into roll off containers and sent to Mountain Metals in Asheville, NC for recycling. 23. CFC containing units are segregated, stored upright, and then loaded into a roll off container. Refrigerant gas is taken out at Mountain Metals. 24. This area was well managed at the time of inspection. Operations Inspection of Tire Collection Area 25. Tires are collected in van trailers and sent to US Tire in Concord, NC for disposal. Other Comments 26. The facility collects used motor oil and cooking oil in the building that was formerly the waste baling area, which is connected to the north side of the transfer building. 27. “Blue Bag” recyclables are brought to the facility from the county’s ten convenience sites and the material is offloaded into an outside bunker located to the south of the scale house. The material is loaded into a transfer trailer at the end of the day and is taken to Curbside Recycling in Asheville, NC. Facility staff stated that sometimes material has to be left on the ground overnight if Curbside Recycling is having operational issues. Some windblown material was noted around the “Blue Bag” area and should be cleaned up at the end of each day. It is recommended that the material be stored inside or in a container to control windblown litter and to prevent storm water from coming in contact with the material. 28. Mixed glass and clear glass is stored in separate bunkers next to the “Blue Bag” area. Facility staff stated that they were having trouble finding a viable market for the stockpiled glass. During the inspection other possible uses of the glass were discussed. One idea that was discussed was using the stockpiled glass as roadbed material at the Haywood County Landfill (4407).
