Smith Gardner, Inc. (S+G) on behalf of SCD has prepared this letter report to present updated construction information as well as piezometer installation information for future GGI performance monitoring. GGI System Background Currently, four Cells (Cells 6, 7, 8 and 9) have been constructed with GGI systems at the Sampson County Landfill. The GGI system uses a series of trenches that intercept and gravity drain groundwater underneath the cells to maintain a potentiometric surface elevation beneath the landfill. The GGI system drains to a sump underneath each cell. Each sump is connected to a discharge line which gravity drains to Bearskin Swamp. The system is designed to maintain a minimum four-foot separation between the landfill subgrade and the potentiometric surface. The GGI system has been in use at this site since the first installation in 2005. An existing conditions map which shows the location of Phase 3 and Cell 10 within the 82-02 permitted footprint is included as Figure 1. The initial GGI system, proposed in 2004, was designed to depress the uppermost aquifer elevation; creating a more effective landfill design and balancing the earthwork on-site for future landfill cell construction and operation. The initial demonstration2 evaluated the Cell 6 GGI system, the effective use of GGI systems beneath the remaining proposed landfill cells and the overall effectiveness on the aquifer. The Cell 7 system was completed in November 2008, Cell 8 was completed in March 2010, and Cell 9 was completed in April 2014. DocuSign Envelope ID: E5D5FE5B-76B8-4075-871F-A018320A8C08 Ms. Werner February 3, 2017 Page 2 of 3 GGI Installation Initial construction activities for Cell 10 were conducted in conjunction with Cell 9 construction in 2015 and 2016; this included excavating portions of the cell to bring areas adjacent to the GGI system piping close to subgrade elevations. To assist with the excavation, a series of temporary dewatering well points were installed and groundwater was pumped to a nearby sediment basin. The GGI System installation for Cell 10 began with Bentley Development Co, Inc. mobilizing equipment to the site on July 12, 2016. The GGI system in the cell was installed as specified using Type GT-S fabric, 12" perforated CPE pipe, and No. 57 stone. Cell 10 discharged to the Northern GGI discharge point to assist to assist the GGI in reducing groundwater elevations to the required separation elevation below subgrade. Cell 10 GGI system construction was completed on August 2, 2016. No system design modifications were made for the Cell 10 GGI. A site plan showing Cell 10 with the constructed (as-built) GGI system is included as Figure 2. GGI System Monitoring Nine temporary piezometers (PZ-10A through PZ-9I) were installed on August 1-2, 2016 to monitor the effectiveness of the Cell 10 GGI system. The piezometers ranged in depth from 10 to 20 feet below grade. Piezometers were installed in accordance with the State rules for installation of monitoring wells3. Martin Moulds, a licensed driller with GeoTechnologies, Inc. PA4 performed the well installation services under the supervision of Madeline German, P.G. of S+G. The piezometer locations are shown in Figure 2. Piezometer boring logs and well installation records are included in Attachment A. In general, sand was the predominant soil type encountered during piezometer installation as shown on the geologic cross-sections included in Figure 3. Five piezometers (PZ-10A through PZ-10E) have been monitored since installation with dedicated Schlumberger Mini-Diver Dataloggers that record water levels daily. Additional dataloggers were installed in the remaining four wells (PZ-10F through PZ-10I) in November 2016. Existing Conditions On January 4, 2017 the most recent water level measurements were collected from the site. Due to Hurricane Matthew, piezometers PZ-10A, 10B and 10C remain above their target water levels to meet separation requirements for the design subgrade. The remaining piezometers have achieved their target water levels. S+G will continue to monitor water table elevations in the Cell 10 area to determine final proposed subgrade separation. S+G will notify NCDEQ of any additional modifications to the GGI system as this demonstration continues. Following final GGI system effectiveness determination, groundwater elevation data, and information on any further revisions to the proposed subgrade will be submitted to NCDEQ for review.
