Substantial construction of the processing facility was required to commence within 18 months of issuance of the PTC. A pre-operative inspection is required before issuance of the Permit to Operate (PTO) for this facility. PURPOSE OF SITE VISIT: Pre-operative Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Construction and Demolition (C&D) Waste Treatment and Processing (T&P) Facility. 2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20170302 Page 2 of 4 asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste, animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps, ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are prohibited from being accepted at this Facility. Barrels and drums must not be accepted unless they are empty and perforated sufficiently to ensure that no liquid or hazardous waste is contained therein. 3) This Facility is permitted to receive Municipal Solid Waste (MSW) and Construction & Demolition (C&D) Waste generated in Pitt, Greene, Lenoir, Craven, Beaufort, Craven, Edgecombe, Martin, Wilson, and Nash Counties consistent with Permit #7404T-MWP-1996. 4) Waste from the C&D processing area that cannot be recycled must be disposed through the transfer station to the approved disposal facilities under permit 7404T-MWP-1996. 5) All MSW received by this Facility is to be transported to the East Carolina Regional Landfill, permit #0803- MSWLF-1993 in Aulander, NC for disposal. 6) All non-recyclable C&D waste is to be transported to the C&D Landfill, Inc, permit #7407-CDLF-2009 in Greenville, NC for disposal. 7) At the time of this Facility Compliance Inspection, this Facility has not been placed into service, however, a minimal amount of C&D waste has been processed to ensure proper operation of all installed equipment. 8) Construction of the C&D T&P Facility has been completed. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20170302 Page 3 of 4 9) The Facility appears to have been constructed in accordance with the approved plan. 10) Erosion control measures were in place and appear to be functioning properly. 11) No off-site erosion was observed during this Facility Compliance Inspection. 12) No fugitive dust was observed during this Facility Compliance Inspection. 13) No off-site erosion was observed during this Facility Compliance Inspection. 14) Requirements for the issuance of the Permit to Operate (PTO) were discussed during this Facility Compliance Inspection. 15) Facility operations were discussed during this Facility Compliance Inspection. 16) Facility operations may begin as soon as the Permit to Operate is issued. 17) No violations were observed during this Facility Compliance Inspection.
