Branch Supervisor - Permitting NC Department of Environmental Quality 1646 Mail Service Center Raleigh, NC 27699-1646 Re: The City of Albemarle Landfill Leachate Pump Station and Force Main Meeting Summary HHNT Project No. 1011-016-01 Dear Mr. Mussler: We appreciate your willingness to review and discuss the subject project. The purpose of this letter is to summarize the items discussed at our meeting in Raleigh, NC on February 21, 2017. This meeting was attended by you, Mr. Ming Chao, P.E. and Mr. Matt Cheek, P.E. In addition, Mr. Brant Lane, P.E. also attended via conference call. The purpose of the meeting was to review the overall project scope which consists of a new force main and wet well pump station. The force main is approximately 19,500 LF in length and connects the existing leachate pump station at the facility’s leachate lagoon to the City of Albemarle’s sanitary sewer system. Approximately 4,800 LF of this new force main will be constructed within the permitted landfill boundary while the remaining 14,700 LF will be constructed within easements and right-of-way obtained by the City. This project is being funded, in part, through the NC DEQ Clean Water State Revolving Fund (CWSRF) and all local and state permits and approvals for the work have been obtained. Construction is expected to begin in March, 2017. We understand (and confirmed during our meeting) that no additional permitting through the NC DEQ Solid Waste Section will be required to proceed with this project. As noted, the Facility Plan drawings prepared in conjunction with the last permitting activity at this facility do show the proposed alignment for this force main. In addition, we discussed that the new force main piping will be constructed of 4”diameter High Density Polyethylene (HDPE) DR 9 piping. All pipe joints will be fused using the butt-fusion welding method and properly tested for leaks in accordance with the project specifications which have been stamped by a NC Professional Engineer. In addition, full time CQA will be used throughout the pipe line construction. As discussed, this is an existing, permitted facility, and dual contained piping will not be required for any portion of the project. Detection tape will be placed in the trench excavation prior to completing the backfill to assist in locating this pipeline in the future. Finally, this project is currently designed with a lined concrete wet well. The design includes an HDPE liner (ACROLINE material), or equal, which would be anchored in the concrete sidewalls of the wet well. We understand that the use of a Raven Epoxy Material (or other similar product) has been used in place of the HDPE liner successfully in other NC landfill applications and that a similar approach would be acceptable for this project. As requested, HHNT will provide the Section with copies of the record (as-built) drawings and applicable portions of the CQA Report for all work completed inside the permitted landfill property boundary at the completion of the project. In addition, a copy of the Significant Industrial User Pre- treatment permit confirming that the City of Albemarle’s POTW will accept the landfill’s leachate will be provided to the Section. We understand that no additional information is needed by the Section prior to the project beginning. We will keep the Section informed as construction progresses.
