ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on February 15, 2017.
2. The facility is owned and operated by Graham County.
3. The facility is open Monday through Friday, 7:30 a.m. to 4:00 p.m. and Saturday, 7:30 a.m. to 3:00 p.m.
4. Waste is transported by Graham County from the facility to the Pine Bluff Landfill (Permit #028-039D”SL”) in
Ballground, Georgia.
5. The county operates nine convenience sites throughout the county.
Records Review
6. The permit and operations plan were available for review upon request.
7. Waste tonnages were reviewed from July 2016 to January 2016. The facility received approximately 20 tons of
waste per day during this period.
8. Waste screening forms were reviewed from August 19, 2016 to February 13, 2017. Waste screenings appear to
be conducted with good frequency and showed final disposition of unacceptable waste. The majority of the
unacceptable waste noted on the waste screenings forms were tires and scrap metal.

10. Scrap tire forms from June 17, 2016 to February 14, 2017 were reviewed and appeared to be filled out
correctly.
Operations Inspection of Transfer Station (3803-Transfer)
11. The tipping floor was observed and appeared to be in good condition. The trench drains were clear and
appeared to be working properly at the time of inspection.
12. The leachate collection system is connected to the Robbinsville Sanitary Sewer.
13. The concrete push walls were clean and no material was observed on top of the push walls.
14. No unapproved waste was observed on the floor or in the transfer trailer at the time of inspection.
15. The receiving bay was observed and minimal material was noted in the bay. The facility cleans and removes
spillage between each trailer.
16. A small amount of windblown material was observed on the west side of the facility. All windblown litter
must be picked up and the end of each day and disposed of properly.
Operations Inspection of the White Goods Area
17. The facility collects and recycles white goods and scrap metal.
18. Refrigerants from white goods are removed by facility staff.
19. Scrap metal and white goods are sent to Desoto Trail in Franklin, NC for recycling.
Operations Inspections of the Scrap Tire Area
20. Scrap tires are collected, stored in van trailers and are taken to US Tire in Concord, NC for disposal.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Other Comments
21. The collection of electronics was not observed at the facility at the time of inspection. Electronics are banned
from disposal at North Carolina transfer stations even if the material is being transported to a landfill
outside the State of North Carolina for final disposal. Electronics cannot be placed in the transfer trailer
with the intent to dispose of the material in the same manner as regular municipal solid waste.
22. During a phone conversation with Kim Crisp on February 22, 2017, she stated that the county had entered into
an agreement with Powerhouse Recycling for the recycling of electronics on January 12, 2017.
23. Graham County does not have to provide collection service for electronics waste; however, the County
must provide information to businesses and residents about recycling and disposal options. If you have

24. The facility collects used motor oil and filters for recycling. The oil is collected under cover and Oil Masters
collects the material for recycling.
25. The facility collects lead acid batteries for recycling.
26. The facility collects and bales corrugated cardboard for recycling. The cardboard is sent to Jackson Paper
Company in Sylva, NC for recycling.
27. The facility has septage receiving station located behind the transfer building. The facility accepts septic waste
from commercial businesses and campers. The station can receive 3000 gallons of waste at one time and is
connected to the Robbinsville Sanitary Sewer System.
28. The facility collects single stream recyclables and sends the material to Curbside Management in Asheville,
NC for recycling.
