The Landfill permit was issued by the Department of Environmental Quality (DEQ) Solid Waste Section on July 10, 2014. Attachment 3, Part IV, #15, states: “A licensed geologist must be present to supervise the installation of groundwater monitoring wells.” With this letter, Duke Energy requests, for the groundwater assessment, a waiver from the aforementioned requirement. A Professional Geologist (P.G.) familiar with the geology and layout of the facility, and approved Water Quality Monitoring Plan, will be on call throughout drilling. A field technician, under the supervision of the P.G., will be present throughout drilling. Additionally, Attachment 3, Part IV, #21, states: “All well construction records and soil boring logs for new wells must be submitted to the Solid Waste Section Hydrogeologist for review within 30 days of completion". Construction records and boring logs require quality assurance prior to distribution with data gathering and verification extending beyond 30 days from individual well installation. Duke proposes that construction records and boring logs for the aforementioned assessment be submitted to the Solid Waste Section Hydrogeologist in the final assessment report as one project. This request is being submitted for incorporation into the pending Work Plan approval.
