(CDM Smith), on behalf of Cumberland County (County), is submitting an electronic copy of the August 2016 semi-annual sampling event report. This letter report presents the results of the semi-annual sampling event that was recently completed at the closed Cumberland County Ann Street Landfill and constitutes the second semi-annual sampling event for 2016. The current groundwater monitoring network consists of the following wells: MW-A, -1a, -B, -H, AW-1s, -1d, -2, -3, and -4. Surface water sample locations include SW-3, -4, -5, and -6. Field activities, sampling results, and an evaluation of the groundwater corrective action are discussed below. Field Activities Groundwater and surface water samples from the closed Cumberland County Ann Street Landfill were collected on August 25-26, 2016. Groundwater samples were collected by use of a peristaltic pump using low-flow sampling techniques. Groundwater and surface water sample locations are presented on Figure 1. Well construction details for each monitoring well are summarized in Table 1. Groundwater elevations were measured at each well prior to sampling and are presented in Table 2. These groundwater elevations were used to construct the potentiometric contours for this sampling event as shown on Figure 1. The groundwater elevations and potentiometric contours were used to estimate groundwater velocities at each well as presented in Table 3. After depth to groundwater was measured, water was purged from each well to provide fresh formation water within the well water column prior to sampling. Each well volume and surface water sample was measured for pH, conductivity, temperature, turbidity, dissolved oxygen, and oxidation-reduction potential using a YSI-556 multi-parameter water quality meter and a HANNA HI 98703 turbidity meter. The water quality parameters at the time of sampling are presented in Table 4. Mr. Ervin Lane January 19, 2017 Page 2 Sampling Results Environmental Conservation Laboratories, Inc. located in Cary, North Carolina, analyzed the groundwater and surface water samples for the North Carolina Appendix I volatile organic compounds (VOCs) and metals. VOCs were analyzed using U.S. Environmental Protection Agency (EPA) Method 8260B and metals were analyzed using EPA Methods 6010D and 6020B. Monitoring wells MW-A, -B, -H, and AW-2 were sampled for geochemical constituents as part of the corrective action, monitored natural attenuation (MNA), for the closed landfill. The MNA sampling results are discussed in the Corrective Action Effectiveness Evaluation section of this report. In accordance with the North Carolina Department of Environmental Quality’s (NCDEQ) - Solid Waste Section (SWS) guidelines the analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below SWS Limits (SWSLs). All monitoring wells and surface water sample locations for the closed Cumberland County Ann Street Landfill had detections of analytes above the laboratory specific MDL but below the SWSL. These detections were qualified with “J” flags, which indicate an estimated concentration. The following list indicates which analytes were detected above the laboratory MDL at each sampling location. No “J” flag detections are provided. Underlined analytes exceeded the 15A NCAC 02L .0202 (NC 2L) Groundwater Quality Standard, Groundwater Protection Standard, or the 15A NCAC 02B Surface Water Quality Standard for Class C Waters. A complete summary of all detected and estimated concentrations from the March 2011 to the August 2016 sampling event is presented in Table 5. The laboratory analytical data reports are provided in Appendix A. The “J” flag constituents above the standards along with their location are listed below. Cobalt: MW-A, -1A, -B, -H, AW-1s, -3, -4, SW-5, and -6 Copper: SW-4 Mr. Ervin Lane January 19, 2017 Page 4 Vanadium: MW-1A, -B, -H, AW-1s, -1d, -2, -3, and -4 Quality assurance and quality control samples were analyzed for the August 2016 sampling event. A duplicate sample, identified as Dup, was collected from AW-3 and had similar analyte concentrations as those detected in AW-3. No analytes were detected in the trip blank. Table 6 presents a summary of all parameters detected during the August 2016 sampling event that exceeded the NC 2L or Groundwater Protection Standards. Metals detected above the standards are likely natural occurring based on concentrations in the background monitoring well (MW-A) or are from elevated turbidity at the time of sample collection. Corrective Action Effectiveness Evaluation Vinyl chloride was detected from March 2007 to March 2009 as an estimated concentration above the NC 2L Standard in samples collected from AW-2. As a result, in August 2007 CDM Smith, on behalf of the County, submitted an Assessment of Corrective Measures Report for the Closed Unlined Landfill in accordance with the North Carolina Solid Waste Management Rule 15 NCAC 13B .1635. MNA along with institutional controls was selected as the remedy to address groundwater contamination at the facility. In a letter dated February 5, 2009, from the SWS to Cumberland County, the SWS determined that MNA should not be used as the sole remedial measure due to vinyl chloride concentrations exceeding the NC 2L Standard beyond the relevant point of compliance, 250 feet from the waste boundary in the vicinity of assessment monitoring well AW-2. In response, the contingency plan of in situ remediation by enhanced anaerobic bioremediation was implemented. Following the approval of the injection permit and the installation of five injection wells, emulsified oil substrate (EOS) was injected upgradient of assessment well AW-2 in November 2009. The initial EOS injection successfully eliminated VOCs in groundwater for approximately 2.5 years with the exception of a “J” flag detection of acetone in August 2010. At the time of the original design, it was expected that re- injection would be necessary in 3 to 5 years. Groundwater samples collected from AW-2 during the March 2012 semi-annual sampling event had detections of vinyl chloride above the NC 2L Standard. Confirmatory samples collected from AW-2 on March 27, 2012, had concentrations of vinyl chloride similar to the semi-annual sampling event completed earlier in the month. Additionally, samples collected during the September 2012 semi-annual sampling event had detections of vinyl chloride and benzene above the NC 2L Standard. As stated in the approved Corrective Action Plan for the landfill, re-injection would be necessary when contaminants were detected above NC 2L Standards in assessment wells (i.e. AW-1s, -1d, -2, -3, and -4) located near the landfill property boundary. Groundwater samples were collected from injection well IW-3 and assessment well AW-2 on November 28, 2012, to determine the populations of Dehalococcoides spp bacteria and the specific genes of the bacteria that promote dechlorination. Samples were also collected to evaluate geochemical conditions and VOC concentrations. A work plan Mr. Ervin Lane January 19, 2017 Page 5 detailing this additional assessment was submitted to the SWS on December 13, 2012. Based on an evaluation of the sample data it was determined that re-injection would be necessary to reduce the concentration of vinyl chloride and benzene below their respective NC 2L Standards. Under reducing conditions, vinyl chloride can degrade through multiple mechanisms (e.g. anaerobic oxidation, anaerobic biodegradation, and co-metabolism). Biodegradation of vinyl chloride can be sustained for as long as sufficient concentrations of biologically degradable organic carbon remain in groundwater. For this reason, LactOil© was selected as the re-injection substrate because it is a slow-release compound, and therefore will release organic carbon into the groundwater for up to three years. This substrate will enhance biologically reducing conditions that will favor and support complete dechlorination of vinyl chloride to the non-toxic end-products ethene and ethane. An injection permit was submitted to the NCDEQ Division of Water Quality - Aquifer Protection Section (APS) on February 22, 2013. Following approval of the permit, the re-injection event was completed from April 29 through May 8, 2013, using LactOil© as the substrate. A total of 18,333 gallons of a 3.0% LactOil© and water solution was injected with each well receiving approximately 3,652 gallons of solution with the exception of injection well IW-5 which received 3,723 gallons of solution. Approximately 50 gallons of water was flushed through each well to ensure that no substrate remained in the well upon completion of the injection. As required by the injection permit, an Injection Event Record was submitted to the APS on May 28, 2013. Samples collected from AW-2 during the June 2013 semi-annual sampling event and the August 2013 injection performance monitoring event were below laboratory MDLs for vinyl chloride. However, vinyl chloride was detected as an estimated concentration above the NC 2L Standard in samples collected from AW-2 during the November 2013 sampling event. It is common for contaminant concentrations to rebound following an injection event as VOCs adsorbed to soil enter the dissolved phase where they then become available for biodegradation. As expected, vinyl chloride has been detected below laboratory MDLs in samples collected from AW-2 since the April 2014 sampling event. Benzene was detected above the NC 2L Standard in AW-2 at 1.4 parts per billion (ppb) in September 2012. The concentration of benzene has decreased in AW-2 since the September 2012 sampling event and has been detected below laboratory MDLs in samples collected from AW-2 since the April 2014 sampling event. Additional groundwater samples were collected from the background well MW-A, monitoring wells MW-B and -H, and assessment well AW-2. The samples were analyzed for alkalinity, biochemical oxygen demand, chemical oxygen demand, carbon dioxide, chloride, dissolved hydrogen, ethane, ethene, volatile fatty acids (i.e. acetic, butyric, lactic, propionic, and pyruvic), ferrous iron, methane, nitrate, sulfate, sulfide, and total organic carbon. These additional samples were collected to monitor for natural attenuation and to evaluate the substrate injected into the area upgradient of AW-2 as part of the approved corrective action program as required by SWS guidelines. The geochemical results indicate reducing conditions at the wells sampled for natural attenuation parameters. As part of the corrective action, contaminant concentration trends for monitoring wells MW-B, -H, and AW-2 were evaluated. Total VOC contaminant concentration trends for each well are presented on Figures 2 through 4. Trend results for each well are discussed below. The trend analysis for total VOC concentrations in MW-B is presented on Figure 2 and shows a decrease in contaminant concentrations with time. VOCs were not detected in samples from MW-B from March 2004 to October 2006. The March 2007 sampling event was the first event that estimated concentrations (i.e. “J” flags) were reported. VOCs were not detected above the NC 2L Standards in MW-B from March 2011 through May 2015. Benzene is the only VOC that has been detected above the NC 2L Standard since November 2015. It was detected slightly above the NC 2L Standard (1 ppb) at 1.1 ppb in November 2015 and March 2016, and at the NC 2L Standard in August 2016 (1.0 ppb). Figure 3 presents the trend analysis for total VOC concentrations in MW-H. The trend line shows an increase in total VOC concentrations since January 1995. Benzene and 1,4-dichlorobenzene are the only two analytes that have been detected above the NC 2L Standard in MW-H since the May 2010 sampling event. Benzene was initially detected in MW-H in January 1995 at 9 ppb and was detected at 3.0 ppb in August 2016. The concentration of 1,4-dichlorobenzene has historically fluctuated in MW-H, but has shown a decreasing trend since the April 2006 sampling event. The concentration of benzene and 1,4-dichlorobenzene in MW-H are expected to continue to decrease by natural attenuation. The trend analysis for total VOC concentrations in AW-2 is presented on Figure 4 and shows an increase in contaminant concentrations with time. The increase in total VOC concentration in September 2012 is from the estimated detection of acetone at 6.3 ppb. Acetone is a common laboratory contaminant and has only been detected in AW-2 in August 2010 and September 2012. Historically, vinyl chloride and benzene are the only two analytes that have been detected above the NC 2L Standard in AW-2. No VOCs have been detected in AW-2 above the NC 2L Standards since the April 2014 sampling event. Assessment wells AW-1s and -1d are located directly downgradient of MW-H. As of yet, there have only been a few estimated “J” flag detections of VOCs in either well below NC 2L Standards, with the exception of vinyl chloride at 1 ppb in AW-1s during the May 1999 sampling event. Future analytical data will be monitored to determine if any trends appear. All of the wells will continue to be monitored on a semi-annual basis, and trend analyses will be performed after each sampling event. The next sampling event will be completed in the spring of 2017.
