Please find the enclosed permit to operate for the Buffaloe LCID Landfill and Wood Processing
Facility, Permit No. 9223-LCID-, which approves the continued operation of the facility. The
approved application including operation plan (DIN 27135) is also included.

In general, the facility permit does not reiterate permit conditions which are included in the Solid
Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which are
included within the approved plans. Please review the conditions of the permit thoroughly.
