(Waste Management), Golder Associates NC, Inc. (Golder) is submitting this soil sampling plan to the North Carolina Department of Environmental Quality (NC DEQ) in response to a leachate release at the Gastonia Transfer Station that was identified by an inspection by NC DEQ representatives on October 12, 2016. The facility received a Notice of Violation (NOV) dated November 2, 2016, which documented the leachate release along with other site observations. The sources of the release were loaded trailers that were leaking liquid onto the ground, which flowed across the parking lot into a grassy area. After the discovery, Waste Management revised facility practices to prevent future releases. Based on information provided by Waste Management and under the guidance of the NC DEQ, Golder will collect six soil samples to evaluate the impact of the release. Two soil samples will be collected outside the area of disturbance to provide background data. Two additional samples will be collected from the location where leaks were observed from the trailers. A soil sample will also be collected from the point of confluence in a drainage in the grassy area near the trailer parking area. An additional soil sample will be located further downgradient in the drainage feature, just before a drop inlet that directs water to the sediment pond. It is believed that this sampling location is located outside the impacted area. The locations of these proposed sampling points are shown on the attached figure. The soil samples will be collected using a decontaminated hand auger from a depth between approximately one and two feet below ground surface. The samples will be analyzed by Environmental Conservation Laboratories, Inc. (ENCO) in Cary, NC. Based on the telephone conversation that Waste Management held with the NC DEQ, soil samples will be analyzed for the NC Appendix I list of constituents plus sulfate, nitrate, and total phosphorous. Results will be summarized, compared to applicable standards, and presented to the NC DEQ in a report. Upon NC DEQ’s approval, sampling will be performed as presented in this plan.
