Operations Plan (Amended) 

1. Acceptable Waste Materials 
Commercial, industrial, residential and construction with a primary focus on 
MSW containing high percentages of recyclable material (OCC, paper, plastic, 
metal and clean wood).   

2. Processing 
The facility is estimated to process 30 tons of material (MSW) daily.  

3. Service Area 
The facility will serve a 120 mile radius to include both North and South Carolina. 

4. Disposal of Residual Waste 
Non‐recoverable residual waste will be transferred to the following NC/SC 
approved disposal/landfill sites; CMS‐Concord NC, Gaston County‐Dallas NC, 
Anson County‐Polkton NC, Twin Chimneys‐Honea Path SC and Greenway‐
Huntersville NC.  All of these facilities are permitted to accept waste from 
O’Leary’s service area.  Recovered materials will be sold to brokers or users of 
the materials depending on market rates.  These include but are not limited to; 
Sonoco Fiber, International Paper, Carastar Paper, Charlotte Metal, Southern 
Metals, Southern Resources and Custom Polymers. 

5. Operating Facility  
The facility is a 35,000 sq. ft. building with 4 roll‐up doors for accepting 
materials, 1 roll up door for a residual waste removal compactor, 2 out bound 
loading docks with roll up doors and a transitional roll up door for moving 
between the facility and an adjacent warehouse for bale storage.  Materials will 
be tipped onto 7,000 sq. ft. of floor space for processing, with a section of the 
floor designed with 10 ft. push walls for storing material while waiting 
processing.  The facility is equipped with a Machinex sorting machine for 
processing the materials and an American baler to bale processed material. 

6. Site Security and Control  
Access to the site and facility is controlled by an on‐site scale master that grants 
vehicles access to the facility during operating hours of 6 a.m. to 6 p.m., 
Monday‐Friday.  During non‐operating hours, the facility is locked and equipped

with video and motion detectors that are monitored through a third party 
Security Company. Access to the facility is on a paved city street with all vehicles 
queuing within the property boundary. (There will be no significant traffic impact 
from the operation of facility, see exhibit H, traffic study wavier).  

7. Signage 
Entrance sign will include facility name, permit number, hours of operation and 
emergency contact numbers.  Additional signage will include description of 
acceptable and non‐acceptable materials. 

8. Operational Procedures  
a.) Collection vehicles will enter the property and proceed to the scale. The load will 
be weighed and recorded as inbound recyclables/waste. The driver will then be 
instructed to deposit load onto the tipping floor based on the mix of the material 
(mixed waste, single stream or pure load for baling) it is delivering.  The 
collection vehicle will then exit the facility via the scale to receive a weight ticket 
for that load.  We estimate receiving 30 tons of unprocessed material daily. 
b.) Once load is on the floor, it will be processed, separating recyclables from non‐
recyclables utilizing a Machinex sorting/process machine configuration. The 
homogenous processed materials will be stored in bunkers/cages waiting baling 
of that product.  The bales of commodity product will be stored in the 
warehouse and/or trailers waiting for transportation to the market.  The 
materials sold will be identified, weighed and recorded as they exit the facility. 
The floor of the facility is designed for any liquids to drain into a leachate 
recovery system that will discharge into the city sewer system.  To prevent any 
pest or vector problems, the facility will have a contract with a pest control 
company.  

c.) Any residual or non‐acceptable waste will be loaded into roll off compactors, 
weighed and sent to an approved disposal facility.   
d.) The tipping floor will be cleared of material daily.  Periodic pressure washing of 
floor will be performed to maintain the floor in a sanitary condition.   

e.) There are no anticipated issues arising from noise, dust or litter.  The facility is 
located in an I‐2 zoned area and serviced by paved city streets.  In the event of 
any unlikely noise issues, the facility is equipped with roll down doors that can 
be closed to reduce the noise.  Since processing and storage takes place inside 
the facility, dust or litter problems would be mitigated.  Any litter that may 
escape the building will be cleaned up daily.

9. Record Keeping  
All daily inbound and outbound transactions will be recorded by load type and 
weight. This data will be summarized weekly and monthly and reported to the 
state and county as required. 

10. Fire Prevention 
The facility is equipped with a wet fire suppression system and will adhere to all 
Charlotte Fire Department recommendations and/or requirements for fire 
prevention.

Hope you had a great Christmas and New Year.  We here at O’Leary are excited over our 2017 prospects as we are 
nearing completion of the Recovery Center. 

Pursuant to your letter dated November 20, 2015, please find attached some additional information which satisfies 
some of the conditions which must be met prior to the issuance of the permit to operate as described in Attachment 2, 
Part VI, Conditions 3 and 4. 

 3.a.  Revised Operations Plan.  Please note that we are requesting an expanded service area to include both 
Carolinas and have added an additional landfill in Honea Path SC. 

 3.e. Updated compliance history review and organizational chart.  Submitted to Sarah Rice. 

 3.g. Updated  and approved financial assurance mechanism.  Submitted to Sarah Rice. 

As I understand, a site inspection shall be made by a representative of the Section, as described in3.b., prior to the 
section issuing a permit to operate.  The construction is anticipated to conclude in approximately 45‐60 days.  If a 
Section representative wants to start inspecting, please feel free to start that process. 

I will have our Project Engineer submit  a certification letter as described in 3.c., stating that the facility was constructed 
in accordance with the approved plan once the construction is completed.
