Waste was observed on the ground adjacent to the Treatment and Processing Area for Land-Clearing Debris. The waste was from a wrecked Recreational Vehicle that was being loaded into 30 yard containers for insurance preservation purposes. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 8 To correct the violation Polk County must clean all waste and litter from the area and dispose of in a transfer container or onto the tipping floor. Waste Adjacent to the Treatment and Processing Area for Land-Clearing Debris Waste Adjacent to the Treatment and Processing Area for Land-Clearing Debris FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 8 2. 15A NCAC 13B .1406 (3) Surface water shall be diverted from the operational, compost curing, and storage areas. Polk County is in violation of 15A NCAC 13B .1406 (3) by failing to divert storm water from the material storage area. Ponding water was observed in the unground material storage area in the Treatment and Processing Area for Land-Clearing Debris. To correct the violation, Polk County must grade the Treatment and Processing Area for Land-Clearing Debris to ensure the positive drainage so that water will not be impounded. Waste Over Impounded Water FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 8 Waste Over Impounded Water ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on January 5, 2017. 2. The facility is owned, managed and operated by Polk County. 3. Waste is transported from the transfer station to Union County Regional Landfill, Enoree, SC by KR Drenth Trucking, Inc. 4. The service area for the facility is Polk County. 5. The facility receives approximately 65 tons of waste per day. 6. The hours of operation of the facility are Monday through Friday, 8:00am to 4:30pm and Saturday, 8:00am to 4:00pm. Records Review 7. The current permit and operations plan were available upon request. 8. Waste screening reports from October 2016, November 2016, and December 2016 were reviewed. The facility conducts one waste screening per day. Screenings appeared to be performed with good frequency and provided good documentation of final disposition of observed unacceptable waste streams. 9. Leachate pumping records were reviewed. The facility has two interconnected 2500-gallon leachate tanks. Leachate was pumped 07/30/2016, 09/26/2016, 09/30/2016 and 12/27/2016. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 5 of 8 10. Scrap tires forms from October 2016, November 2016 and December 2016 were reviewed. Moss (expires 04/19/2017)  Larry D. Walker (expires 03/05/2018)  David R. Hall (05/01/2019) Operations inspection of Transfer Station (7504) 12. The tipping floor and trench drains were observed and appeared to be in good condition. 13. No vectors or unacceptable odors were observed during the inspection. 14. The interior walls appear to be cleaned with good frequency. 15. The receiving bay was observed and appeared to be in good condition. The facility cleans the receiving bay between trailer changes and at the end of the day. 16. Windblown litter was observed around the catch fence located to the east of the loading bay and around the slopes of the facility. Facility staff was actively picking up litter at the time of inspection. All windblown material must be collected and returned to the tipping floor at the conclusion of every day. 17. A small amount of waste was observed in the stormwater ditch behind the facility and needs to be cleaned. 18. The gravel trailer parking area was inspected and no leaking trailers were observed. 19. A small pre-engineered building which houses a cardboard bailer has been erected on the south side of the concrete driveway to transfer station. Please update the Operations Plan to include the cardboard baling. Operations Inspection of Scrap Tire Collection Area 20. Tire are stored in van trailers and are taken to US Tire in Concord, NC for disposal. 21. The tire area was well managed. Operations Inspection of White Goods Collection, Battery Collection, Oil Collection and Electronic Waste Areas 22. CFC containing white goods are segregated and loaded into a roll off container. Non CFC white goods are loaded into a separate roll off container. All white goods and scrap metal is taken to Collins Metal in Forest City. 23. Televisions and other electronics are collected and sent to GEEP Recycling in Salisbury for recycling. Electronics are stored in roll off containers. A small amount of electronics was observed on the ground. 24. The facility collects florescent tubes and bulbs for recycling. The bulbs and tubes are being stored in boxes to prevent breakage. 25. Lead acid batteries are collected and stored undercover adjacent to the White Goods Collection Area. 26. Used oil and oil filters are collected to the east of the scalehouse. The oil is collected undercover and the tank has secondary containment. The secondary containment valve was closed at the time of the inspection. The secondary containment wall around the oil collection has oil residue buildup and needs to be cleaned. Operations Inspection of the Beneficial Fill Area 27. The beneficial area is located to the north of the scale house. 28. Residents are allowed to dispose of unpainted concrete, brick, block, uncontaminated soil, rock and gravel at no charge. 29. Unapproved material (vinyl siding) was observed in the beneficial fill area. The unapproved material was in a recently dumped load and facility staff removed it before the end of the inspection. Please continue to remove unapproved material daily. Operations Inspection of the Composting Area 30. The facility has both small type 1 and small type 3 approval. The facility has ceased operation the type 3 material. 31. Material is passively composted and the temperatures records are being kept. The facility is permitted to receive land clearing waste and untreated wooden pallets. 33. Unapproved material (treated lumber) was observed in the land clearing treatment and processing stockpile. The unapproved material appeared to be from a load dumped earlier in the day. Please continue to remove unapproved material daily. 34. Ponding water was observed in the unground material storage area in the Treatment and Processing Area for Land-Clearing Debris. Positive drainage must be established to prevent water from being impounded over or in waste. Please see Observed Violation section of this report. 35. Waste was observed on the ground adjacent to the Treatment and Processing Area for Land-Clearing Debris. The waste was from a wrecked Recreational Vehicle that was being loaded into 30 yard containers for insurance preservation purposes. Waste was observed on the ground in the area where it was loaded into the container. Windblown waste was also observed around the containers. Please see observed violation section of this report.
