A history of static water elevations is presented at the end of this ATTACHMENT. A comparison of static water elevations obtained during the referenced sampling event with those obtained during prior sampling events reveals no hydrogeologically significant changes in directions of groundwater flow. We shall distinguish between the apparent Darcy groundwater flow velocity (Vd) and seepage velocity (Vs), which are given by the equations: Vd = ki and Vs = kin-1, where: Vd = Darcy velocity Vs = seepage velocity k = hydraulic conductivity i = hydraulic gradient n = porosity On June 3, 2013, DAA personnel conducted a falling head slug test on well MW-210D to determine the hydraulic conductivity of the aquifer at that location. Data were captured using a Solinst LevelLogger. Data were analyzed using the Bouwer-Rice method, with Aquifer Test Pro software. The hydraulic conductivity of the aquifer at that location is 8.32 x 10-5 cm/second. Based upon textural assessment, effective porosity of the uppermost aquifer is estimated to be about 0.25 (unitless). Using groundwater elevations measured during the subject sampling event, the hydraulic gradient of the uppermost aquifer was calculated along the flow path from well 6804-MW211R to well 6804- MW209. The average hydraulic gradient was estimated by dividing the difference between the hydraulic heads (elevation heads) in well 6804-MW211R to well 6804-MW209 by the distance between those two wells (about 1,137 feet). Using groundwater elevations measured during the subject sampling event, the velocity of groundwater was calculated along the flow path from well 6804-MW211R to well 6804-MW209. Groundwater Velocity Calculations Page 2 Calculated velocities are presented on the accompanying table. A comparison of groundwater velocity based upon the subject sampling event with those obtained during prior sampling events indicates that the velocity observed during the subject sampling event is approximately 51% greater than the median velocity, along the selected flow path. We note that the calculated groundwater velocity along a given flow path represents an average velocity along one of many potential flow paths, in the uppermost aquifer underlying the area of interest. During event 20, the laboratory did not detect any organic constituents. Recommended Actions. In accordance with the current Groundwater Monitoring Plan (approved May 23, 2012) for the active C&D landfill, the facility should:  continue semi-annual and annual sampling of all permitted wells associated solely with the active C&D landfill (6804-MW204S, 6804-MW209, 6804-MW210, 6804- MW211R) for all constituents listed in Appendix I (40 CFR Part 258), mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids (TDS)  continue semi-annual and annual sampling of permitted well 6801-MW4, shared between the active C&D landfill and the existing North sanitary landfill area, for all constituents listed in Appendix I, mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids (TDS)  continue semi-annual and annual sampling of permitted well 6801-MW110S, shared between the active C&D landfill and the existing South sanitary landfill areas, for all constituents listed in Appendix I, mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids (TDS) Well 6801-MW4 is associated with both the C&D landfill and the North sanitary landfill. Groundwater samples to be analyzed for metals were not filtered in the field, such that all metals were analyzed as total metals.  During event 20, the laboratory detected twelve inorganic (metal) constituents, at concentrations greater than their respective method detection limits (>MDLs): antimony, arsenic, barium, chromium, cobalt, copper, iron, manganese, nickel, selenium, vanadium, zinc. The laboratory reported chromium in an associated instrument blank (>1.40 µg/l but <10.0 µg/l). Since the reported concentrations of chromium in wells 6804-MW204S (4.84 µg/l), 6804-MW209 (8.23 µg/l), 6804-MW210D (4.40 µg/l), and 6801-MW- 211R (5.52 µg/l) are less than 5x the estimated concentration in the associated blank (10.0 µg/l x 5 = 50 µg/l), the reported concentrations in all wells may be attributed to cross-contamination (flagged “B”). The laboratory reported manganese in an associated instrument blank (>1.10 µg/l but <10.0 µg/l). Since the reported concentrations of manganese in wells 6804-MW204S (447 µg/l), 6804-MW209 (374 µg/l), 6804-MW210D (581 µg/l), and 6801-MW- 211R (1,560 µg/l) are greater than 5x the estimated concentration in the associated blank (10.0 µg/l x 5 = 50 µg/l), the reported concentrations in all wells may be deemed acceptable (with regard to cross-contamination. Of the twelve inorganic constituents (metals) detected, the reported concentrations of five inorganic constituents exceeded their respective Solid Waste Section Limits (>SWSLs): arsenic, copper, iron, manganese, zinc. Of the five inorganic constituents (metals) that exceeded their respective Solid Waste Section Limits (>SWSLs), the reported concentrations of two inorganic constituents exceeded their respective Facility Background Concentrations (= SWSLs, except where calculated), but did not exceed their North Carolina Groundwater Quality Standards: copper (well 6804-MW209), zinc (6804-MW209, 6804-MW211R). Inorganic Constituents Page 2 Of the five inorganic constituents (metals) that exceeded their respective Solid Waste Section Limits (>SWSLs), the reported concentrations of three inorganic constituents exceeded their respective Facility Background Concentrations (= SWSL, except where calculated) and North Carolina Groundwater Quality Standards:  arsenic (6801-MW110D)  iron (6804-MW204S, 6804-MW209)  manganese (6804-MW204S, 6804-MW209, 6804-MW210D, 6804-MW211R) Discussion. The reported concentration of arsenic in downgradient well 6801-MW110D (11.5 µg/l) exceeded its GQS (10 µg/l; 2L Std) and its Facility Background Concentration (10 µg/l = SWSL). Well 6801-MW110D, however, is hydrogeologically upgradient of South Landfill, and the presence of arsenic in well 6801-MW110D was determined to be naturally occurring, long before waste was ever placed in the C&D disposal unit. Accordingly, conditions in well 6801-MW110D have been considered to represent background conditions for South Landfill. The Facility Background Concentration of arsenic, based on this well, has been previously established as 447 µg/l.  During event 20, the laboratory detected four additional parameters, at concentrations greater than their respective method detection limits (>MDLs): alkalinity (total), chloride, total dissolved solids, sulfate. Of the four additional parameters detected, three exceeded their respective Solid Waste Section Limits (>SWSLs): alkalinity (no SWSL; exceeds its Method Reporting Level = MRL), chloride (no SWSL; exceeds MRL), total dissolved solids (no SWSL; exceeds MRL).  15A NCAC 13B.0545.(b)(8) states, “The owner or operator may demonstrate that a source other than a C&DLF caused the contamination. An alternate source demonstration report must be prepared by a certified Licensed Geologist and submitted for approval by the Division.” Iron. OCSWM submitted an Alternate Source Demonstration (dated July 8, 2011), showing that total iron observed in groundwater at the site could have been derived from onsite soils. In a letter from NCDENR to OCSWM (dated August 25, 2011), NCDENR approved the Alternate Source Demonstration. In accordance with the approved Alternate Source Demonstration, the reported exceedances of total iron may be attributed to the naturally occurring presence of iron in onsite soil and rock. Inorganic Constituents Page 3 Manganese. OCSWM submitted an Alternate Source Demonstration (dated July 9, 2011), showing that total manganese observed in groundwater at the site could have been derived from onsite soils. In a letter from NCDENR to OCSWM (dated August 25, 2011), NCDENR approved the Alternate Source Demonstration. In accordance with the approved Alternate Source Demonstration, the reported exceedances of total manganese may be attributed to the naturally occurring presence of manganese in onsite soil and rock. Recommended Actions. In accordance with the current Groundwater Monitoring Plan (approved May 23, 2012) for the active C&D landfill, the facility should:  continue semi-annual and annual sampling of all permitted wells associated solely with the active C&D landfill (6804-MW204S, 6804-MW209, 6804-MW210, 6804- MW211R) for all constituents listed in Appendix I (40 CFR Part 258), mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids (TDS)  continue semi-annual and annual sampling of permitted well 6801-MW4, shared between the active C&D landfill and the existing North sanitary landfill area, for all constituents listed in Appendix I, mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids (TDS)  continue semi-annual and annual sampling of permitted well 6801-MW110S, shared between the active C&D landfill and the existing South sanitary landfill areas, for all constituents listed in Appendix I, mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids (TDS) Well 6801-MW4 is associated with both the C&D landfill and the North sanitary landfill. Detailed sampling procedures are documented on a series of groundwater sampling forms (presented at the end of this ATTACHMENT). 1.1 Chronology During May 12, May 13, and May 14, 2015 (sampling event 20), Sherrill Environmental personnel obtained groundwater samples from seven groundwater monitoring wells at the Orange County Solid Waste Management Active C&D Facility. During the subject sampling event, the laboratory performed the following chemical analyses:  samples obtained from four compliance wells (6804-MW204S, 6804-MW209, 6804- MW210D, 6804-MW211R) were analyzed for the constituents listed in Appendix I, one of the constituents listed in Appendix II (mercury), and several parameters that are unique to C&D facilities (manganese, iron, tetrahydrofuran, total dissolved solids, chloride, alkalinity, sulfate)  samples obtained from well 6801-MW04 were analyzed for the constituents listed in 40 CFR Part 258 Appendix I (15A NCAC 13B .1600), plus those constituents listed in Appendix II that have been previously and reliably detected (mercury, naphthalene, sulfide) and for those constituents required by regulations for monitoring of C&D landfills (manganese, iron, chloride, sulfate, total dissolved solids, alkalinity) (well 6801-MW04 is associated with the monitoring programs for both the active C&D landfill and North sanitary landfill)  samples obtained from well 6801-MW110S were analyzed for the constituents listed in Appendix I and for the constituents required by regulations for monitoring of C&D landfills (manganese, iron, mercury, chloride, sulfate, tetrahydrofuran, total dissolved solids, alkalinity) (well 6801-MW110S is associated with the monitoring programs for both the active C&D landfill and South sanitary landfill)  samples obtained from well 6801-MW110D were analyzed for total arsenic Groundwater samples were delivered by hand to ENCO Laboratories, Inc. We have received copies of the certificates-of-analysis (dated May 29, 2015). Field Data Page 2 1.2 Well Inspection Prior to sampling groundwater, Sherrill personnel assessed the overall condition of each groundwater monitoring well (including the surface completion). According to documentation provided by Sherrill personnel, all wells were observed to be in generally good condition. 1.3 Static Water Levels Using a graduated electronic water level indicator, field personnel measured static water levels in each well prior to purging. All measurements were recorded to the nearest 0.01 foot (relative to the top of the PVC well pipe). A history of static water elevations is presented in ATTACHMENT 3. 1.4 Purging All permitted wells were purged by Sherrill personnel using dedicated, submersible bladder pumps with a compressor that was driven by a battery and associated control unit. Wells were purged using a performance-based (“low-flow”) criteria presented in the document Guidelines for Groundwater, Soil, and Surface Water Sampling (NCDENR - SWS; April, 2008). Field purge and sample logs provided by Sherrill are presented at the end of this ATTACHMENT. 1.5 Groundwater Stability The performance-based purging method essentially involves purging groundwater from a monitoring well at a sufficient rate so as not to significantly disturb the water column. During the purging process, several water quality parameters (pH, specific conductance, water temperature, dissolved oxygen, turbidity, ORP) are periodically measured until successive readings are generally consistent (within 10%). Additional purging criteria are presented in the Guidelines document discussed above. During the subject sampling event, the monitoring wells were purged until several consistent field parameter readings were recorded. These parameters were measured in order to help ensure that representative groundwater samples were obtained. Groundwater samples were obtained immediately after the physical parameters had stabilized. Stability is defined in the Groundwater Monitoring Plan as a deviation of less than 10% for two consecutive readings. Readings recorded for each well are presented at the end of this ATTACHMENT. Field Data Page 3 Note. When water levels are low in a well, or when the screened portion of the aquifer is characterized by low hydraulic conductivity, the well may be purged to dryness. In such cases, field personnel will allow time for groundwater levels to equilibrate, and restart the sampling process from the point at which it was interrupted. If the well again purges to dryness, the technician will obtain samples as the well recharges. In such cases, the groundwater samples are deemed “representative” even if the usual stable readings cannot be obtained. 1.6 Well Sampling Groundwater samples were obtained using the dedicated pumps immediately after pH, specific conductance, and temperature had stabilized. The QA/QC analyses were performed on samples obtained from 6801-MW4, 6801-MW110S, and 6804-MW204S. 1.7 Well Sampling Order On May 12, 2015, wells were sampled in the following order: 6801-MW4. On May 13, 2015, wells were sampled in the following order: 6804-MW209, 6804-MW204S, 6804-MW210D, 6804-MW211R. On May 14, 2015, wells were sampled in the following order: 6801-MW110S, 6801-MW110D (arsenic only). 1.8 Preservation At the laboratory, all sample vessels were prepared with preservative by ENCO if required by the method in SW-846. 1.9 Sample Transport Immediately after the samples were obtained, they were placed beneath ice in insulated containers for transportation to the laboratory. Samples obtained on May 12, May 13, and May 14, 2015, were hand-delivered to ENCO on May 13, May 14, and May 15, 2015. Field Data Page 4 Upon arrival at the laboratory, all temperatures inside of the insulated containers were measured and found to lie within acceptable limits (< 4°C). All samples were placed in a refrigerator upon arrival and held at approximately 4°C until the time at which they were analyzed. Previously-determined facility background values were replaced with their respective SWSL values (unless the statistical prediction limit was larger). Current facility background values (denoted as “FBAC”) are shown on a series of tables summarizing the history of groundwater chemistry at the facility (ATTACHMENT 5 and ATTACHMENT 6). ATTACHMENT 10 QUALITY CONTROL ASSESSMENT ATTACHMENT 10 QUALITY CONTROL INFORMATION 1.0 FIELD QUALITY ASSURANCE / QUALITY CONTROL Rigorous sampling protocols were employed during groundwater sampling to help ensure that each sample is representative of groundwater in the aquifer. Any non-dedicated equipment used to purge and sample monitoring wells was decontaminated before and after sampling each well. In addition, trip blanks were analyzed in order to help validate the observed concentrations of specific constituents. The concentration of each constituent observed in groundwater was compared to the concentration observed in each blank in accordance with the following rules:  With regard to common organic laboratory contaminants (acetone, 2-butanone, methylene chloride) and common phthalate contaminants, if the concentration in groundwater is less than ten times (10x) the concentration in the blank, then we conclude that the constituent in the groundwater sample may be attributed to cross-contamination.  With regard to organic contaminants that are not commonly used in the laboratory and inorganic contaminants in general, if the concentration in groundwater is less than five times (5x) the concentration in the blank, then we conclude that the constituent in the groundwater sample may be attributed to cross-contamination. 1.1 Deviations from the Plan All sampling techniques met the specifications set forth in the Groundwater Monitoring Plan. 1.2 Trip Blanks Trip blanks were prepared by the laboratory and transported by field personnel to each monitoring well location. Trip blanks remained in the insulated container, and the lids of the containers were never removed from the time the vehicle left the laboratory until the time field personnel delivered the samples to the laboratory. Trip blanks were analyzed for all constituents listed in 40 CFR Part 258 Appendix I (15A NCAC 13B .1600) that are typically analyzed using EPA Method 8260B. No target analytes were detected within the trip blank. Quality Control Page 2 2.0 LABORATORY QUALITY ASSURANCE / QUALITY CONTROL A limited QA/QC review was performed on the data provided by ENCO Laboratories. In general, the Environmental Protection Agency's (EPA) Contract Laboratory Program (CLP) guidelines for data validation in Region III were followed; however, SW-846 control limits (latest promulgated edition) were used for QA/QC requirements. Specifically, laboratory blanks were analyzed in order to help validate the observed concentrations of specific constituents. Since the reported concentrations of chromium in wells 6804- MW204S (4.84 µg/l), 6804-MW209 (8.23 µg/l), 6804-MW210D (4.40 µg/l), and 6801-MW-211R (5.52 µg/l) are less than 5x the estimated concentration in the associated blank (10.0 µg/l x 5 = 50 µg/l), the reported concentrations in all wells may be attributed to cross-contamination (flagged “B”).  The laboratory reported manganese in an associated instrument blank (>1.10 µg/l but <10.0 µg/l). Since the reported concentrations of manganese in wells 6804- MW204S (447 µg/l), 6804-MW209 (374 µg/l), 6804-MW210D (581 µg/l), and 6801-MW-211R (1,560 µg/l) are greater than 5x the estimated concentration in the associated blank (10.0 µg/l x 5 = 50 µg/l), the reported concentrations in all wells may be deemed acceptable (with regard to cross-contamination). 2.3 EPA Method 6020A (ICP - metals) As part of the QA/QC review, the following were examined:  technical holding times and preservation requirements  blank analysis  transcription/confirmation errors After reviewing the quality control data provided by ENCO Laboratories, the reviewer determined that the dataset met all requirements of the criteria listed above, as specified by SW- 846 for the referenced method. 2.4 EPA Method 7470A (total mercury) As part of the QA/QC review, the following were examined:  technical holding times and preservation requirements  blank analysis  transcription/confirmation errors After reviewing the quality control data provided by ENCO Laboratories, the reviewer determined that the dataset met all requirements of the criteria listed above, as specified by SW- 846 for the referenced method.
